from the Port but was driven back by Japs In accounting for sudden decision to advance which surprised the world the clue to the true reason is that Count Radziwill arrived at Mukden Sep tember 29 bearing important dispatches from Gen Stoessel at Port Arthur Simul taneously Kuropatkin stopped the retreat ing movement and four days later issued the order to advance This is taken as showing clearly that Port Arthur needed relief without delay Gen Kuropatkin is quoted as saying that the war will last one year explaining that when the advance once begins events will proceed more rapidly TOGETHER Primary Grades to Be Accomodated at Store on Effingham Street A third auxiliary school has been found to be necessary to accommodate the over flow from the regular schools of the city and it is probable that the School Board will lose no time in providing the same The superintendent of schools Mr John Ashton declared at the beginning of the session that every child applying for ad mission to the schools should be given a seit this year and in line with this idea two overflow schools have been opened One of these on Middle street has been in operation for the past two terms Jt accommodates forty pupils and it has re lieved the presiffire in the ifth grade in several of the other schools i The second school for overflow attend ance waa opened this fall in the old Slater school building on South street Thirty two pupils are accommodated there and they are nil from the ourth grade and are mostly those who could not be accom modated at the Second district school on Green street At a meeting of the committee on school buildings and supplies of the GSty School Board held last evening it was decided that it is now necessary to open the third overflow school This school will be for the accommoda tion of the little people the primary grades all being badly crowded It will be pxrssible to hold two sessions a day for the primary scholars and in this way it is hoped to give instruction tp at least sixty of those who have applied for admission to the other schools but who have had to be refused for lack of room The committee last evening decided to recommend to the School Board the lease of store on Effingham street1 nnfl its cmiinment with desks and seats for use as a primary overflow school It is stated that by holding two sessions a day this building will easily accommodate the overflow in the primary grades A special meeting of the School Board has been called fopU'Tiday night to con sider this matter Big I ST georgetucker WILL NOT COME HERE WILL BETHE ORATOR IUiR9in Will All Arrangements Now Completed The office was today ad vised that the New York navy yard has stolen another march on this station and that the orders to the battleship Illinois to proceed here for her repairs have been re voked T(f The bigAdiip is now at New York hav ing her bottom cleaned and painted and minor repairs made thereto It W'as the original intention of the de partment to have this work done at New York and then send the ship io this yard for the remainder of her engine room equipment repairs These after the European voy age and her long practice ccuise off the lorida coast and in thq Carribean would have been very extensive and the loss pf the work is a blow to the yard The office was simply lad vised today that tlte vessel will remain at the New York yard there to complete iher repairs No explanation was made of the reasons for this as a matter of course In official communicat icns the department never takes time to explain such things It is not known whether some other ves sel of the battleship squadron will be sent here to take the place of the Illinois or mot but it is scarcely probable that any of the work on the big fighters will be al lowed to comdpouth now that the ships are at the Brooklyn ard The record made by this navy yard on the Illinois when she was here last year was excellent She has required no re pairs of consequence since although she lias been in constant service for the eighteen months since she left this station The orders to the cruiser San rancisco which has also been to Europe and in con i Ion stant service since she was remodeled at this navy yard have not been changed as yet Unless the New Yorkers kidnap her also she will likely arrive at this yard shortly for quite extensive repairs It is expected that she will be followed by the monitor Nevada of the coast squadron which is now in these Waters Officers of the vessel who were in the city today stated that the repairs on the Ne vada are considerable and they expect them to be made at this navy yard It is not improbable that several other of the vessels of the coast squadron will be sent here for repairs so that the yard will no tsuffer to a very great extent by the fact that the Illinois is to repair at New York After the vessel had been ordered here for repairs however it is a sore point with navy yard attaches that she will re main at that point NAVAL COMMANDS CHAN6E0 Lieut Gilmer ormer Aide Here Goes To Case of A II Lindsay Against Laki 'I he Stewart In Drummond Canal and Water Com Appointments Lieut Gilmer
