The wing's eight C-130 transports fly emergency military and humanitarian aid to trouble spots around the world. The planes are maintained and flown by 1,500 Air Force Reservists. Brosky, who is quiet and soft-spoken and prefers a low profile, marshalled hundreds of people in the public and private sector in 1995 on behalf of the Coalition to Preserve Military Presence in Western Pennsylvania.

He has a reputation as a stickler for detail who can be tough when he feels he has to be. He couldn't be reached for comment last night. Brosky was nominated to head the committee by regatta board member and City Council President Jim Ferlo, according to a board member who didn't want to be named. It isn't known how many members will be on the committee. Board members quickly left the meeting, and most didn't want to talk in detail to reporters.

Come Tuesday, Channel 19 will jettison its Warner Bros, programming for an independent mix of movies, cartoons, syndicated shows such as "Due South" and "Roc," and even some Cleveland Cavaliers basketball games. Its call letters will change from WTWB to WNPA.

And, perhaps most important, cable companies serving roughly 850,000 households in the Pittsburgh market will be required to add the channel to their lineups. That is because the station is now licensed in Jeannette instead of Johnstown, a move recently OK'd by the Federal Communications Commission. That triggers the "must-carry" provision of the 1992 Cable Act, which forces cable operators to carry signals of broadcasters in their area. Bill Saltzgiver, general manager of WNPA, said he expected some systems would add the channel in September, while others would pick it up in October. He said the independent status of WNPA could change if a dispute involving United Paramount Network is resolved.

On Aug. 5, UPN filed suit in Los Angeles against Sinclair Broadcast Group to prevent five stations, including Pittsburgh's WPTT, from converting to Warner Bros, affiliates in January.
