Industrial Exposition. In conversation with a gentleman yesterday the President expressed his regret that adequate provision had not been made for a proper representa- Uon of the United States at tlje Vienna Universal Exposition, which opens next May, ana ivWcli, Induing from present report, is to be on a grander scale than any of Its predecessors, thanks to the combined efforts of the Austrian ana other foreign governments, all of whom have made liberal contributions In aid ol the undertaking. Besides the fijgher influences of these international exhibitions in nations together in amity by means of the stimulus given to the formation and extension or commercial relations, the President declared Sis appreciation of the direct advantages gained to the development of Industrial art in every branch; and to order that onr cotuvtry may not lose tnese advantages at Vienna, it Is his intention to recommend to Congress in nls next message a liberal aporopriation to defray the expense of Bonding representative worKlngmen in the various branches of stilled industry to examine into and report upon the progress of useful arts in the countries represented at the exposition. These representatives, shonld the plan be approved by Congress, are to be nominated ty the various branches of industry to which they respectively belong, after consultation among themselves; and, if the selection be approved by the President, the delegates will report to and be tfflder the direction ot the American Commissioner, general Thomas B. Van Buren, of New York city.

With regard to the exhibition of American products, the President said he was not sure that any government aid could be counted upon bv intending exhibitors or made effective now, there being no available appropriation, and it being ascertained ftom oilier sources that it is necessary to draw upon the Contingent Fand for Foreign Missions for the personal expenses of the Commis sloner. A very interesting match race was sailed last Tuesday at Oyster Bay, between the sloop yachts Glance, Commodore -Swan, and Salus, Messrs.

Foulke and Zerega, both belonging to the Seawan- haka Yacht Club. The Fall regatta of the club was sailed on the Monday previous, but as there was a very light air the owners of the Glance and Salus agreed to sail a match for a silver cup, and try what their yachts could do together in a breeze of wind. Jonn D. lownsend, of the firm of Townsend Weed, made application in this court for an order of arrest against James E. Ward, and Sheperd, ship brokers at US Wail street, In an action commenced against them by Captain Francis s. Norton, lately of the Cuban schooner-of- war Pioneer. The action is brought for damages against the defendants for having, as alleged in the complaint, caused Captain Norton's arrest maliciously in Xewport, E.

and causing Mm to be there imprisoned for forty-five davs. It appears that ivneu the schooner Resolute, subsequently the Pioneer, left the port of New Tort, there was a mortgage upon her for $2,000 given to James E. Ward 4- Co. by Lambert Norton, the owner. At Hayti the vessel was sold to the Cuban Republic, subject to this mortgage, by Mr.

Lambert Norton in person. Captain Korton declares that he has no Interest In the vessel or mortgage. Upon the arrival of the Pioneer at Newport she was libelled by James E. Ward as well as by the government, and tae claim of that nrm was unquestionably good against tne vessel. The Cuban Republic, believing that the united States government had no legal claim against the vessel, declined, until the vessel was discharged, to pay tlie mprtjmge.

While Captain Norton was temporarily in NeTrport the firm of Ward Co. commenced proceedings against him there, although all parties to the snit are residents of Xew Tort, and arrested him and compelled him as Captain Norton alleges, to allow judgment to be taken against him for 42.046.
