CLINE Probate Judge Mar 7, 14. 21, 28. Cleveland's Pan-Am Game Hope Fading CLEVELAND of staging the 1959 Pan-American Games in Cleveland are not very bright. A State Department spokesman said in Washington VVednesdav that the department would not recommend a federal appropriation for the gam es. Douglas F.

Roby, president of the Pan Am Games committee, said in Detroit that full assurances of the money must come before the weekend, when the committee meets in Venezuela. No plans for popular subscription of funds have been made here. Cleveland sponsors are counting on a $5 million federal appropriation, bond issues approved by city and county and state aid to finance the games. Rep. Charles A.

Vanik (D-Ohio) said prospects for the games were very slim the administration is unable to support the appropriation in the current Guatemala is next in line in bidding for the games if they are not held here. Roby the games would be held in August if they are saved tor Cleveland, but if they go to South America, where seasons arc reversed, they would be held in February or March. Cleveland voters Nov. 6 approved a Si 12 million bond issue for the games or recreational facilities. Cuyahoga County voters approval on a $3 million bond issue for highway relocations, which would have provided a broad entry to the Warrensville site where most of the games were to be held.
