Stonehenge is a circular pattern of large stones in southern England that includes 56 in the outer ring. The stones are laid out in a scheme that obviously has meaning but there is no agreement as to what that is. The theory that Stonehenge served as astronomical observatory has been advanced by astronomers since early in this century but archaeologists have not found the astronomical thinking convincing. Now. however.

1967 LAW IN ACTION From Stott Bor Of I I .1 Rights Of The Seaman Since the early 1800 Congress has passed many laws to protect seamen. One law required that a ship be and that the owner guarantee that its gear, hull, appliances, and the like be fit for the voyage. At first the law sought only to protcet It now protects seamen and passengers. It is not enough, under the law. that the owner may have tried hard to keep his ship in good condition.

He simply must do so regardless of anything. He guarantees the ship's fitness lor its intended voyage. Seamen get great protection no matter whether they had themselves been careless, or helped to bring about an accident, or even had assumed some risks. Such factors, of course, may reduce the damages recoverable. The seaworthiness guarantee goes beyond the voyage at sea.

The courts have recently extended it to longshoremen on the docks. In a recent case, a longshoreman was loading cargo when a ship's door shut too soon and the cargo's full weight dropped on him. He sued the owTier. claiming that the ship was unseaworthy. The court ruled for him.

saying that the owner's warranty covered the loading of a vessel. The guarantee applies at sea or in port. It imposes a liability. whether or not the owner is at fault, to protect any person doing work. Ship passengers also receive wide protection.

The shipowner, as a common carrier, must use great care to protect passengers. He also has a contract for transportation to which the courts will hold him. Common carriers are subject to much governmental regulation on all parts of the ship lifeboats, railings, gangways, mechanical operation, and fire protection.
