Solicitor Jacqueline Morrow issued an opinion that the letter violated city rules prohibiting employees from engaging in political activity on work time. Thieman disagreed, saying the board had the authority to seek information. STATE Cocaine paste reaches Pittsburgh COCAINE FROM PAGE D-l CITY COUNCIL Rebate bill backed In a final vote yesterday, City Council unanimously supported a measure that calls for seniors in public housing to receive rent rebates of up to $500. At present, seniors and permanently disabled residents 18 and older in Housing Authority buildings don't receive property tax or rent rebates funded by proceeds from the state lottery because the properties they live in are tax-exempt.

The nonbinding resolution, sponsored by Councilman Gene Ricciardi, calls on the state to change the rebate rules. CITYWIDE Police board backs leader Members of the Pittsburgh Citizen Police Review Board are backing their executive director, who was accused last week of ethics violations after she sent a questionnaire to the mayoral candidates and invited them to explain their views on police issues at a meeting next month. Board members, following the lead of their solicitor, Frederick Thieman, said Elizabeth Pittinger's actions did not violate any ethics rules. What's more, they said, Pittinger took action at their request and will send a letter to the city saying so. "She carried out our orders," said member John Bingler Jr.

ALLEGHENY RIVER Boater acquitted in rape A Lawrenceville man was found innocent yesterday of charges that he and another man raped and sexually assaulted a woman two years ago on a boat on the Allegheny River, Downtown. James O'Neill, 57, had been charged with sexual assault, indecent assault and two counts each of rape and involuntary deviate sexual intercourse. The woman, then 25, told police O'Neill and William Graswick, 41, of Sharpsburg, were on a boat that picked her up at Point State Park. While on the boat, the three of them drank several beers and then, the woman said, both men assaulted her. The Pittsburgh Post-Gazette does not identify victims of sexual assault.

Graswick pleaded no contest in December to one count of indecent assault. Charges of sexual assault and involuntary deviate sexual intercourse were withdrawn. He was sentenced to one year of probation. O'Neill's defense attorney, Wendy L. Williams, said that her client has always claimed that the sexual contact was consensual.

A jury deliberated for about two hours yesterday before it found O'Neill not guilty of all charges. chemicals," Mullen said. "This goes right back to the source. Harvey left the airport with the drugs but his car was stopped by detectives in the Fort Pitt Tunnel about 9:30 p.m. They used the tunnel to their advantage, making it nearly impossible for Harvey to escape.

Armed with a search warrant, they found the black computer bag containing the drugs and a laptop in the trunk of the car. The cocaine itself was packaged in rectangular heat-sealed bags about a quarter of an inch thick. The cocaine had a consistency and a color approximating that of putty or paste. Kroner and Mullen agreed, noting that, until now, carrying a laptop computer would convey only someone involved in business but not the drug business. "As a paste, it can be flattened out and it is not as big and bulky" Kroner said.

"They could have been bringing it in like this for some time and we didn't Know to look for it. Who knows how much we've missed because of this?" It is believed the paste-form cocaine would have been processed into crack cocaine for distribution in Garfield, East Liberty and Homewood, Kroner said. The wholesale price of the drugs was estimated at about $60,000. But the street value of the drugs would be much higher because dealers would "cut," or mix, the pure cocaine with other agents such as baby laxative to expand the quantity while diluting its potency. Currently, the average purity of cocaine on the streets of Pittsburgh is between 70 percent and 80 percent, Kroner said.

Sixty percent said they believe the death penalty is not imposed enough, but 72 percent ateo said they would favor suspending executions until questions about its fairness are answered. About half of the respondents said they believe the execution of innocent people never or rarely occurs, while about one-third said they believe such executions occur sometimes or frequently. In the survey by Madonna Yost Opinion Research, 509 Pennsylvania voters were interviewed by telephone between March 3 and 13. The error margin is plus or minus 4.3 percentage points.

Kish was a retired professor of English and a former Chair of the English Department at Point Park College from 1975 until 1988. Her degrees were all from the University of Pittsburgh. A BA in English 1961, M.L.S. in 1963, and a Ph.D. in 1970.

An expert in 19th century American Literature, Dr. Kish received high ratings from her students. She was known as being well prepared and firm but also patient and kind. Among the faculty she was highly respected for her intellectual as well as her teaching abilities and was appreciated for her excellent administrative skills. She was always fair, compassionate, and in complete demand of details.

She was selfless and always acted in the best interest of the college. Although a person of considerable accomplishment Dr. Kish was modest, self effacing and never sought attention for herself. After her retirement Dr. Kish worked as a volunteer Archivist arranging documents at the Heinz History Center.

She also adopted unwanted dogs and was active in group advocating fair treatment of animals. She loved to read, fix up her Sq. Hill home and enioy her family. Funeral and interment were private. Arrangements by JOHN A.

Bernard Goodman, was born in McKeesport, Feb. 21, 1925; son of the late Samuel and Mollie Goodman of McKeesport and beloved husband for nearly 56 years to Bette (Weiss) Goodman; loving father of Marsha Leffel and her husband Dick of Monroeville, Marc Goodman of Costa Mesa, CA, and Margie Adelmann and her husband Al of Harrisburg; devoted grandfather to Brent, Ryan and Amy Leffel and Carly Adelmann, and dear brother, Lee Goodman of New York. He was the former owner of Goodman's Jewelry Store in McKeesport and served as President of the Pennsylvania Jewelers Associations, where he was recognized as "Outstanding Jeweler in 1989, as a member of the Board of Directors of the Jewelers of America, and as President of the Downtown Merchant Association.

He was a devoted member of Temple B'Nai Israel in McKeesport, where he served as President for 7 years. He served as Chairman of the McKeesport Jewish Appeal and was "Man of the Year" for Israel Bonds. He was a member of the Board of Directors of "Meals on Wheels" in McKeesport and a volunteer at the Carnegie Science Center.
