The Berlin newspapers state the foreign legion Is 25,000 strong with 0 per cent of them Germans recruited from remnants of the old army Baltlkumers, adventurers, deserters and many separatists Who aid the French in the occpied areas of Germany and who now think it best to disappear.

Dr. Von. Papen, who is well informed as regards the legion, says Its losses are 80 per cent yearly and that at one time 6S5 were in the Algeriers mad house. France and Spain to Unite in Riff War June 10. French Foreign Minister Briand and Count Quinones de Leon, Spanish Ambassador France, who are here for the meeting of the League of Nations Council have been conferring- regarding the Moroccan situation.

It was learned they have agreed that France and Spain must deliver quickly an effective series of blows against the turbulent tribesmen of Morocco and so restore peace In Northern Africa. Details for united military and naval action by France and Spain will be worked out at a Franco-Spanish conference at Madrid next week. French delegates will depart for Madrid Sunday.
