riTTSBURGH POST-GAZETTE 8 SATURDAY, SEPTEMBER 29, 2001 OBITUARIES RALPH HOAR Safety advocate kept eye on auto industry OTHER DEATHS a number of movies and television shows, including 15 episodes as a judge in the 1970s drama "Petro-celli," a show about a big-city lawyer who moves to a fictional Southwestern city. Charles Law, 60, a crew member of the intelligence ship Pueblo that was seized by North Korea in 1968. Tuesday in La Mesa, of cardiac arrest and complications from diabetes. He was among 82 crewmen who survived captivity and torture after North Korea seized the ship in January 1968 in the Sea of Japan. The ship had been spying on the communist country.

Mr. Law was held captive 11 months before returning to the United States. A quartermaster first class, he suffered more abuse than most of his fellow prisoners because he had been designated a leader, recalled Cmdr. Lloyd Bucher. The crew later dubbed the torture "Hell Week." The beatings intensified after their captors found a photo of eight crewmen that showed the prisoners making an obscene gesture.

The photo was widely published by American news media. Although deemed legally blind, Mr. Law remained in the Navy after returning to the United States. He taught survival techniques to Navy personnel. Franklin II.

Mills, 65, the father of R.E.M. bassist Mike Mills and a singer who appeared on "The Ed Sullivan Show." Tuesday in Greensboro, Ga. He was a Marine pilot, sold construction machinery in Atlanta and Tulsa, and later had a road-grading business in Macon. He had retired recently. His son, Mike, and drummer Bill Berry met in Macon, and later attended the University of Georgia, where they founded the seminal college rock band RE.M.

with singer Michael Stipe and guitarist Peter Buck. Franklin Mills performed with the Naval Aviation Choir and in a quartet from the choir at the Miss America and Miss Universe pageants. He also sang under former Atlanta Symphony Orchestra conductor Robert Shaw with the Atlanta Choral Guild. Lowell "Alex" Francis, 91, who coached track and cross country at Fort Hays State for 34 years and was a coach at the 1968 Olympics. Tuesday at a nursing home in Victoria, Kan.

Mr. Francis teams won 25 conference titles in cross country and track and field. In one 14-year stretch, his track teams went undefeated in 33 consecutive dual meets. He twice coached the U.S. Amateur Athletic Union team that competed in Europe and he coached the U.S.

track team at the 1967 Pan American Games. In 1968, he coached distance runners on the U.S. Olympic teanr Mr, Francis was the first president of the NAIA Track and Field Coaches Association and served on the U.S. Olympic Committee. He was a member of the Kansas Sports Hall of Fame as well as Qie Kansas State High School Activities Association Hall of Fame.

The track installed at Fort Hays State in 1993 is named for Mr. Francis, as is an annual relay event for high school and college athletes. Mr. Francis, a native of Dunbar, was a letterman in both track and football at Fort Hays. Joe Hilario Herrera, 80, who transformed traditional Indian painting in the Southwest Wednesday of diabetes in Santa Fe, N.M.

He began painting beside his mother, Tonita Pena, a prominent San Ildefonso artist, when he was young. She rewarded him with tubes of paint in return for swatting flies with a dish towel to keep them away from her easel. Until about 1950, Mr. Herrera's paintings, like his mother's, were primarily traditional representations of Pueblo ceremonies. But while he was working on his degree at the University of New Mexico, his painting career took a major turn.

One of his teachers, Raymond Jonson, encouraged him to explore modern styles such as cubism. While Mr. Herrera continued to explore ritualistic content, he began employing more abstract symbolism. His use of traditional symbols as elements of modern designs called Pueblo Modernism influenced a whole generation of artists. Arnold Jeffers, 71, a former state legislator and a broadcast pioneer.

Tuesday in Tucson, of a stroke after open-heart surgery a week earlier. He served four years as a legislator and 10 as Pima County assessor. By Terril Yue Jones Los Angeles Times Ralph Hoar, a veteran consumer safety advocate who waged campaigns for product recalls in the automotive industry, died Sept. 22 at a hospital in Fairfax, of complications from prostate; cancer. He was 56. Under his direction, based in Arlington, became a major resource for trial attorneys filing suits against auto and tire manufacturers. The group publishes industry analyses, lobbies Congress and imports trial exhibits for product liability litigation.

For over 40 years he has been "Mr. Music" to generations of Pittsburghers. Lomakin Music, once the largest music store in Pittsburgh was a familiar haven on Liberty Ave. He and his late wife Vi also had card and music stores in Mellon Square and Jenkins Arcade. As a professional tnusician, he has been a well known part of the Pittsburgh Music scene, fslick's interest in music began in his student years at Oliver High School in Pittsburgh's North Side.

From there, he went on to the music school at Carnegie Institute of Technology and earned a teaching degree. During his teaching years he taught sev-eral'iazz greats including Erroll Gdrner and Charlie Austin. During these early years he also played professionally including appearances etthefamous Roseland Ballroom in Mew York. Along with playing clarinet, saxophone and flute, Nick was arranger. Part of lis; career was with KDKA radio as ph arranger and musician in the dDyS Of live band music.

Over the yrs he had a record of being a part 6f mCsic around the city including faking-his Dixieland to big band sound to The Riverboat Room and Terrace Rooms of the William Penn Hotel. Most recently he and his Dixie Flyers were part of Doc Paul's jazz series at the Penn Brewery.
