PITTSBURGH POST-GAZETTE TUESDAY APRIL 17, 2001 C-7 LOCAL NEWS HUD assailed on East Liberty public housing Towers for the past 8'A years, told U.S. Department of Housing and Urban Development officials at a meeting at the Kingsley Association in East Liberty last night. More than 100 attended. "Conditions are very poor, management is very poor and security is very, very poor. Seniors don't dare come out at nighttime and the sick and disabled don't have a chance.

The drug dealers come up and sell drugs, right in front of the old people," Morton said. "The police come up and they attack the wrong people." Last night's meeting was supposed to be a chance for residents to comment on HUD's Mark to Market program, a new federal program that will decrease the subsidy paid by the government to the owner of the apartments, Florida-based Federal Ameri can Properties. But residents wanted to talk about the future of East Liberty. "It is time for an apology from management and the owners of Federal American Properties to the tenants for all the indignities they have been forced to endure over the years," said William Marszalek, a longtime East Liberty resident who called on HUD to remove Federal American and foreclose on its mortgages. Earlier this year, Federal American reached a tentative agreement to sell three low-income high-rises to The Community Builders, a Boston nonprofit corporation that has redeveloped other East Liberty public housing.

The Community Builders tentatively proposed demolishing the 17-story, 160-unit East Mall apartment complex and the 20-story, 158-unit Liberty Park high-rise at Penn Circle East. They also would raze 174 townhouses along East Liberty Boulevard and replace them with smaller, mixed-income housing. Plans called for Penn Circle Tower to probably remain, but with improvements. The high-rises and apartments were built as part ofa $100 million urban renewal project in the early 1960s. Although residents disagree, inspectors who recently looked at the buildings for the Mark to Market program found no safety or health issues at Penn Circle Tower or East Mall.

HUD's Mark to Market program will not accept Liberty Park for refinancing, which means conditions there would continue to deteriorate unless the property can be sold. Yesterday, Karl Schlachter, director of The Community Builders Pittsburgh office, said his company will submit a detailed proposal to HUD within a month on East Liberty's public housing. Edward Palombizio, HUD's director of multilamily housing in Pittsburgh, said that before any public housing can be torn down in East Liberty, a plan must be in place for new housing to accommodate residents who want to stay there. Not all residents are in favor of tearing down the properties. One elderly resident of Penn Circle who wouldn't give her name said the building had been greatly improved in recent years and was a nice place to live.

Another woman who lives at East MalL'a high-rise that straddles Penn Avenue, said she didn't want her building torn down. EDWARD "Easy Ed" Age 59, of Woodstock died Thursday, April 12, 2001. Services were 2 pm Saturday at the MAYS WARD-DOBBINS FUNERAL HOME, in Marietta with the Chaplain Phil Owens officiating. Burial will be in Kennesaw Memorial Park Cemetery in Marietta. A native of Pittsburgh, PA, Mr. Fallecker attended school in Pittsburgh.

He moved to the Atlanta area in 1959 to attend Georgia Tech. Mr. Fallecker was past president of Associated Credit Bureaus of Georgia, committee chairman of American Recovery Association, and former president, vice-president and treasurer of GeorgiaAlabama Collectors Associations. Survivors include his wife, Claire Little Fallecker of Woodstock, two daughters, Carol Zimny of Lawrenceville and Elizabeth Har-rah of Canton, GA; his mother, Sara Fallecker of Turtle Creek, PA; two sisters, Mary Hall and Peg Smith, both of Pittsburgh, PA; one brother, Bill Fallecker of Pittsburr.v, PA; six grandchildren, Chris Lyon, Mike Lyon, Catie Harrah, Alexa Hurrah, Jake Harrah, and Stevie Harrah; nieces, nephews and many friends.
