RALL Parade through town gIR IAN FRASER British Legion president said at Welwyn Garden City on Sunday that he thought the proposed merging of the Ministries of Pensions and Health was a step which junior relay Burleigh Secondary schools sports meeting will be held at Cheshunt SM School next Wednesday VISCOUNTESS GLADSTONE DIES VISCOUNTESS GLADSTONE who died on Saturday at her home in London was the youngest daughter of the late Rt Hon Sir Richard Horner Paget Bt PC and his wife Caroline Surtees of Dane End House Ware whose mother was co-heiress of the Chauncey family well known in Hertfordshire history Lord and Lady Gladstone lived at Dane End House from the first world war until Lord death in 1930 Lady Gladstone had many and varied interests and accomplishments and was a public speaker of distinction As wife of the first Governor-General of the Union of South Africa she established the district nursing services throughout the Union During the 1914-18 war she was in charge of the South African nurses in France BLIND WELFARE For many years she was a member of the council of the Queen's District Nurses and she was especially interested in the welfare of the blind Lady Gladstone was a member of the executive committee of the League of Nations Union for almost the whole period of its existence and served as chairman of the women's advisory council and of various other committees of the organisation In 1938 she succeeded Lady Megan Lloyd-George as president of the Liberal Federation During the 1939-45 war she worked in the mission and prisoner of war teachers all appointments other than those to infant schools or in very special circumstances approved by HM Inspector would be men teachers An appeal would be made to women now teaching older children to transfer to infant classes The Primary Sub-Committee reported that because of the special problems of Hertfordshire the Ministry had raised the quota by 92 for 1953-54 Major Woodhouse vice-chairman of the Committee said the situation created extraordinary difficulties in the primary schools in rural areas For a man in a small country school there were no prospects THE CLASSES The Sub-Committee reported that in primary schools in the county there were 19 classes of over 50 children 649 of between 40 and 49 and 655 of 30 to 39 Classes of 20 to 29 numbered 339 and there were 82 of less than 20 pupils Councillor Lindsey said the Committee should express complete dissatisfaction with the position To give a complete picture the number of children who were in classes of over 40 Urban Council on XL Wednesday agreed to accept from the Metropolitan Water Board temporary bulk supplies of water in the northern and southern parts of the district on certain conditions It was to the dilapidated condition of many schools throughout the country and the lack of schools in some of the new housing areas Mr McKnight said that since he had been chairman of the Executive he had visited most of the schools in the Division and although some of them left much to be desired no school deserved the description of slum a name given to some in the Select report Despite this he added the Executive could not afford to be complacent because much remained to be done He paid tribute to the work of the architects and builders responsible for building new schools and repairing old ones and said it was mainly through their efforts that the Executive was getting good value for every penny spent on school building He said they had made a good job of transforming some old buildings and had given new heart to the teachers sapnng in them Of the present and future school building programme Mr McKnight said all the schools in the 1952 programme were in hand The Howard and Hatfield Secondary Schools were started in March but there were no secondary school projects in the 1953 programme PRIMARY SCHOOLS He said all the primary school projects in the earlier programmes had been completed The 1953 programme for such schools contained two the Blackthorn for Welwyn Garden City and the Hatfield New Town Neither school had yet been started and there was likely to be a gap before new primary school places are provided Referring to the Select Committee's report that in some places the provision of schools was not keeping pace with housing he said that in this area the Executive were trying to keep pace with housing development but unless they got the programme they had asked for that criticism could be levelled at them He also felt that educational authorities should be allowed to have five-year building programmes instead of having them annually A request that the Executive should press the County Authority to permit work on the approved extension to Welwyn Garden City Grammar School was made by Mr Bowmer who said the work was very necessary The Executive agreed that this matter should be taken up with the County Education Authority and also agreed to press for an earlier starting date for the erection of Thumbswood Infants' School which is in the 1953 school building programme Mr A Luddington who raised this matter said the building programme should be Borough Magistrates yesterday (Thursday) made an order for the removal to Western House Hospital Ware of Frederick Hummerston of 5 Warren Terrace Bengeo on the grounds that he is aged and living in insanitary conditions Mr Pumfrey made the application on behalf of Hertford Corporation Dr Wildman Medical Officer of Health for East Herts said he visited Mr Hummerston who was about 75 on March 10 He was very dirty as was the kitchen and the whole place The doctor said he arranged for Home Help Service and a district nurse and neighbours also helped On April 14 the house was very much cleaner and he found that Mr Hummerston had gone into Western House Describing subsequent visits Dr Wildman said that on May 28 Mr Hummerston who had returned home was in bed and looked very ill The whole place was revolting On June 9 he was very much worse and thin in the face but he was very emphatic that he would not go to Western House Mrs A Davenport matron at Western House Hospital said Mr Hummerston had twice been admitted there Each time he left without permission DEATH OF MR DUDLEY A PROMINENT personality in the agricultural industry Mr Herbert Edward Dudley aged 80 died suddenly at his home 75 Stansted Road Bishop's Stortford on Sunday Born in Bedfordshire Mr Dudley first farmed at Stevenage for two years and then went to Tansor Northants Later he moved to Bent-field Bury Stansted farming there and at Cock Farm Manuden until 1920 Mr Dudley then went to Broadfield Hall Buntingford and in 1938 he bought a farm in Buckinghamshire where he remained until retiring in 1945 He then took up residence at Stortford Mr Dudley was closely associated with the work of the National Union and was also a keen supporter of Puckeridge Hunt While at Broadfield Hall he was chairman of Cottered Parish Council and a member of the former Buntingford Rural Council During the 1914-18 war he served on the Essex War Agricultural Committee and throughout the last war he was a member of a district committee of the Bucks WAEC Mr Dudley leaves a wife and three sons and two daughters The funeral took place at Cottered yesterday (Thursday) Garden party aided church funds GiN the floodlit lawn of Pepper Hill House Amwell on Wednesday evening about 70 people were dancing reels and country dances to gramophone records They were guests at the annual garden party in aid of church funds In
