The reason Barr became a Redlands reserve officer several years ago, Arden said, was so it would look good politically and would gain him police contacts.

"I don't know how he has the time to be a reserve. When I was a deputy DA, I worked nights and weekends," Arden said. In reply, Barr said he became a reserve officer in 1987 and did not consider running for office until 1990. He started putting his campaign together six months ago. "It's not like I just joined the reserves yesterday or this year," he said.

"I wanted to get involved in the community. My dad was a police officer. I have uncles who were police officers." Barr, 43, joined the district attorney's office in 1985. Arden, 69, was appointed to the bench in 1984 by then-Gov. George Deukmejian.

Arden was later elected to a second term. "The truth is I am one of the strongest judges around," said Arden, San Bernardino Municipal Court judge in Redlands, who is running Tor re-election in 1994. He took issue Thursday with comments made Wednesday by his only announced opponent, Deputy District Attorney Kenneth Barr.

The challenger accused Arden of circus-like antics in the courtroom and said that the judge's behavior has become more lax as crime has grown more serious. "That is utterly ridiculous," Arden said. "I was a strong (deputy) DA, and I am a strong judge." He acknowledged he has annoyed some current deputy dis trict attorneys by opposing plea agreements that they wanted approved. Arden said some prosecutors also disagree with his handling of certain traffic cases. He likes to require restitution for the victims of traffic accidents, while some prosecutors are only interested in getting jail time for the defendants.

As for his courtroom demeanor, Arden said, "I am not a stuffy person I've been around a long time. I have been on the front line. I am very straightforward If you really want to know what I'm like, ask Darlene." Darlene Nydam, who has been his courtroom clerk since 1987, called Arden a fabulous boss. "He tries to be as fair as he can to all concerned parties. He is polite and professional.

He is not a real hard-nosed person at all." "We had a letter from Calimesa, and we basically decided we'd go ahead and respond to Calimesa's request," Yucaipa City Manager John Tooker said Thursday. "We decided that if we had the equip- ment, we'd do it as soon as possible. We felt it was appropriate to be responsive." Thirteen-year-old Tanya Aaen of Loma Linda died Nov. 19, three days after she was injured in a collision at County Line Road and Fremont Street.

Four others were injured in the accident. Tanya's father made an impassioned plea before the Calimesa City Council on Dec. 6, urging them to put four-way stop signs at the intersection. Also a speaking were Tanya's friends, the parents of friends and the principal of Mesa Grande Academy, the Seventh-day Adventist school Tanya attended half a block from the accident scene. Calimesa council members told their staff to do whatever was necessary to get the stops in quickly, knowing Yucaipa would have to concur with the change, because half the intersection is in that city.

Monday morning, a Yucaipa crew installed the stop signs, warning signs and stop lines on the road as well as blinking lights warning of the impending stop. Calimesa will be billed for half the cost. "We feel so sad over what happened," said Duane Fessenden, Calimesa public-works director. "Whether or not the stop sign would have saved a life, we'll never know We wouldn't have done it if we didn't think it was the right thing to do."
