In the field of legislation, the conference maintains a carefully organized bureau or "lobby" that is maintained on a year-round basis in Harrisburg. His obituaries said he was president of the Pittsburgh Steel Iron Company at his death, and one of them mentions that he was a close friend of Andrew Carnegie, having once advised his fellow Scot against investing in a proposed Pittsburgh-to-Erie canal. He is remembered on the North-side as a canny; intelligent man and a model of propriety. Work in Co-operation With Employer Groups "Too," Jennings said, "the conference is working shoulder to shoulder with the employer's groups in advancing legislation that will aid the industry as a whole and which will benefit the drivers, particularly in licensure procedure." The conference, together with the operators association, Jennings added, was largely instrumental in preventing a New York combine from obtaining a virtually monopoly in eastern seaboard business stemming from Pennsylvania. It also led the fight against what it deemed exorbitant toll rates on the Pennsylvania Turnpike. At this session of the Legislature the conference has a full program, including a proposal for modifying the financial responsibility provisions of the motor code designedly to make its application more equitable for those who operate motor vehicles for their livelihood. Pre-Assembly gossip indicated that lines will be drawn sharp and fast over "merit rating" amendment, to be suggested for the unemployment compensation act.

Generally, such a provision would reduce the cost to employers who can stabilize employment. It might, however, prejudice the case of big employers in the coal and steel industries who experience seasonal work lapses. Advance reports indicated that the governor will touch generally only on the new budget, taxation and relief tomorrow. He is expected to dwell more at length on these topics in a special budget message to be delivered later. He is expected to appeal for harmony and unity among the legislators in the name of national defense.
