BEREZ Retired CEO of Action Industries whose life was buying and selling OTHER DEATHS Russell Jump, 105, who was mayor of Wichita, in 1952 and 1953 and helped the city get Mc-Connell Air Force Base, on Tuesday in Wichita. Mr. Jump also served as a city commissioner from 1949 to 1953, during which he helped negotiate the sale of the city airport to the Air Force. During World War Mr.

Jump was a member of the first flight class to be trained at March Field in Riverside, and was commissioned as an Army Air Corps pilot Richard J. Holland, 74, who became wealthy heading up a hometown bank and powerful as a leader in the Virginia Senate, then overcame a prosecution that would have ruined it all, Monday in Richmond, Va. He was diagnosed with cancer in 1999 and had been absent from the Senate since the second week of the 2000 session while he was hospitalized in Norfolk. Before the session began, he pronounced himself free of the disease. Gerald Garvey, 64, who wrote extensively on the inner workings of government as a professor of politics at Princeton University, on April 9 at Princeton Medical Center of cancer.

Mr. Garvey focused on American politics, public policy, public administration and political theory, writing about these subjects in 11 books and numerous articles. His most recent book titles, as author or co-author, include "Public Administration: The Profession and the Practice" (St Martin's, 1996), "Facing the Bureaucracy" (Jossey-Bass, 1993), and "Improving Government Performance: An Owner's Manual" (Brookings Institution Press, 1993). he entered a room, generally he drew the attention of people." When Mr. Berez retired in 1990, the business had been declining for several years as retailers developed their own sophisticated merchandising systems to handle internal promotions.

The company closed its Cheswick plastics plant in 1995, and sold off its assets and stopped operating in early 1997. Besides his son, Steven, Mr. Berez is survived by his wife of 50 years, Natalie R. Laufe Berez of Squirrel Hill; a daughter, Dr. Franne Berez of Pittsburgh; another son, Joel Berez of Chicago; three sisters, Ethel Comay of Pittsburgh, Bertha Malamude of Miami and Ruth Sol-witz of Cleveland; and four grandchildren.

He is preceded in death by parents Louis and Jennie Berez; and three sisters, Elizabeth "Betty" Berez, Frances Hotz and Leatrice Buchwach. Services were held Tuesday at Ralph Schugar Chapel in Shady-side. Burial was at Beth Shalom Cemetery. Contributions may be made to the Alzheimer's Association, 919 N. Mr. Berez was diagnosed with Alzheimer's only a couple of years after retiring from Action Industries in 1990, but not before starting Lobeco World Trade, which imported housewares from the Soviet Union. "He had been buying and selling all his life, so the business was a way for him to continue doing that," his son said. Mr.

Berez graduated from Allderdice High School and attended Carnegie Tech, now Carnegie Mellon University, before enlisting in the Navy in 1943 during World Warll. He completed officer's training at Bucknell University, receiving a bachelor's degree in mechanicalen-guieering, and a commission as lieutenant commanding a PT boat After the war, he received a master's degree in business administration from Harvard Business School, and in 1949 joined the family business a paper products and general merchandise wholesaler called Woodenware that his father, Louis Berez, had started in 1917 with his brother-in-law, Louis Fineb-urg. Mr. Berez, the only son in a family of seven children, ran the business began selling its Dollar-Ama, Dollar Power and Dollar Daze promotions to discount stores to help generate traffic. The promotions included bins filled with mostly imported plastic kitchenware, glass-, ware, giftware and other inexpensive household goods, such as dish-pans, laundry baskets and storage containers.

The business boomed, and in 1968 the company renamed itself Action Industries to reflect its growing focus on retail promotions. The company went public in 1969, and sold or shut down its hardware and home improvement stores in the early '80s. At its peak in the mid-1980s, Action Industries employed more than 1,000, including at)out 500 in the Pittsburgh area. Mr. Berez took over as president in the late 1970s when his brother-in-law, Bob Buchwach, retired.

He was named chief executive officer in 1982, and took over as chairman from his brother-in-law, Amos Co-may, in 1987 just a week before Mr. Comay was killed in an automobile accident at age 72. Friendly and outgoing, Mr. Berez was a captivating storyteller, and loved to entertain people with tales about his world travels. "He was very exciting, alive and full of energy," his son said.

Berez was an adventurer and pioneer, traveling the globe in the 1960s, '70s and '80s in search of inexpensive housewares for the promotional programs that his company, Cheswick-based Action Industries sold to discount stores. His travels took him to places such as Bangladesh and India, when scarcely a Western businessman had trod there. Mr. Berez also was one of the first American businessmen to import goods from mainland China, in the late 1960s, even preceding the historic visits of the late President Richard M.

Nixon. In 1975, when Mr. Berez couldn't convince the three major U.S. light bulb manufacturers, General Electric, Sylvania and Westinghouse Electric, to supply him with light bulbs cheap enough, Action formed a joint venture with Tungsram Corp. of Hungary to build the first light bulb factory in the United States to challenge the big three.

Action sold the bulbs at "helping to lower the price of light bulbs in this country," said his son, Steven Berez of Boston, Mass. Mr. Berez, 74, died Sunday of complications related to Alzheimer's disease. A lifelong resi 1990s photo Ernest S. In the early 1950s, the company developed a chain of franchised hardware stores that eventually grew to more than 60 stores in the Tri-state area. In 1956, it renamed itself Associated Hardware Supply Co. In the early 1960s, the company ALEX H. COHEN Immigrant enjoyed long, distinguished career with IRS By Steve Twedt Post-Gazette Staff Writer District, and by the time he graduated from Fifth Avenue High School in 1929, he had garnered many academic and athletic honors, including membership in the National Honor Society. He went on to earn a bachelor's degree in economics from Duquesne University and a master's in education from the University of Pittsburgh.

He also did graduate work at Columbia University in New York City. Mr. Cohen, 88, died of congestive heart failure on April 9 in Arlington, where he had lived the past six years. Before that he had lived in Oakland. At the depth of the Great Depression, he accepted a job as a night-school teacher at Westinghouse High School in Homewood, where he met his future wife, Audrey Williams, who was one of his bookkeeping and accounting students.

He joined the IRS as a trainee in 1937 and two years later became a revenue agent Between 1942 and 1946, Mr. Cohen served in the Army as an officer in the Quartermaster Corps and then returned to Pittsburgh and his career with the IRS. He transferred to the IRS appellate division in 1952, was promoted to assistant chief of the Pittsburgh of fice in 1961 and became chief in 1967. Following his retirement Mr. Cohen maintained a private tax and accounting practice in Pittsburgh and also was an adjunct faculty member of the University of Pittsburgh's Graduate School of Business in the late 1970s and 1980s.

For many years, he was a member of the Young Peoples Synagogue in Squirrel Hill. In addition to his wife, Mr. Cohen is survived by a son, Felix A. Cohen of Chadds Ford, Delaware County; a daughter, Mary Louise Cohen of Arlington; four grandchildren; and a great-grandson. Shortly after he retired as chief of the Internal Revenue Service's Pittsburgh office in 1973, Alex H.

Cohen received the Albert Gallatin Award from the U.S. Department of the Treasury for his many contributions and years of service. His career, and the recognition he received, represented high achievements for someone who had arrived in the United States as a young boy from his native Poland with little understanding of his new homeland.
