"TT D-6 PITTSBURGH POST-GAZETTE FRIDAY, APRIL 2 1 2000 mm STATE Bus service to extend into Butler County Mfiyor lashes out ailicad of city's historic foundation MURPHY FROM PAGE B-l with existing merchants. Proponents of that plan, including the Golden Triangle Community Development Corp. and three City Council members, have said $224 million in private dollars would support the program, but the investors haven't been publicly identified. In comments to be broadcast on the weekly news show at 11 am. Sunday on KDKA-TV Murphy said Main Street proponents haven't put "one dollar of private investment on the table.

And we have, on the other hand, over $400 million of private investment from one of the most respected developers in the country, Urban Retail Properties." Murphy then launched into his criticism of Ziegler and the foundation's $23 million sale of the Lawrence Paint building and surrounding Station Square property to Harrah's Casinos and Forest City Enterprises of Cleveland. Forest City has since bought out most of Harrah's stake, but the casino has an option until 2007 to develop the property if the state Legislature legalizes riverboat gambling. Ziegler was unavailable for comment, but the foundation's director of operations, Cathy Broucek, said the group worked for years on its own and with Forest City to renovate and save the paint company building, and met with Murphy to tell him of their plans. Forest City has since decided rehabilitating the building would be too costly. Broucek said the foundation's record on behalf of preservation at Station Square and elsewhere "speaks for itself" and called Murphy's claims about Ziegler "horrendous." "It amazes me that if Ziegler expresses an opinion, it engenders a personal attack.

That's very discouraging," she said. Murphy guessed his plan has a "50-50" chance of getting City Council approval next month. "This is about the political will. This is about whether we as a community have the will to put Pittsburgh in a global, competitive position," he said. turphy's Market Place at Fifth and Forbes proposal would demolish more than 60 buildings in the heart of the Downtown business district and replace them with upscale shops, restaurants and theaters.

About a dozen facades of old buildings would be saved. Murphy unveiled his proposal in the fall. It has been approved by three city agencies, and City Council likely Jibld final deliberations in the next few weeks. In. February, the Pittsburgh History Landmarks Tbiindatibn released an alternative plan that was similar to" the' mayor's plan with new shops, housing and the need for taking properties by eminent domain but wdiild raze only 38 properties and add a building in Mar- ket Square, among other differences.

But more recently Ziegler has joined in calls for an in- "Main Street" approach to revitalizing the corridor, which would preserve properties and work next month. The buses won't start running to and from Cranberry until September so schedules and stops can be finalized and so union drivers have an opportunity to select their routes as provided in their labor agreement The state Department of Public Welfare and Federal Transit Administration are each providing $1 million, with $276,000 earmarked for the Beaver County Transit Authority for service it plans to inaugurate to Cranberry through the Ohio River Valley corridor. The Three Rivers Workforce Investment Board, a Pittsburgh-based organization that aims linking employers and employees, estimated as many as 700 jobs requiring little technical skill but with pay above minimum wage are available in Cranberry. The one-way cash fare from Downtown to Butler County is expected to be $1.95 to $2.30. Bell suggested some Cranberry area employers looking to fill vacancies "might want to subsidize jobs by buying transit passes" that reduce the cost of commuting and provide tax benefits under a special employer program.

Ambridge as payment equivalent to a base fare. BCTA also would honor weekly and monthly Port Authority passes as a base fare. The agreements with the Westmoreland and Beaver county transit agencies are to go into effect May 1 for a one-year trial. All three systems will retain the revenue they collect from selling transfers. Riders using buses beyond base zones will have to pay the difference.

Port Authority Chief Executive Officer Paul Skoutelas viewed the agreements as a precursor to developing a 25-year regional transportation plan over the next two years. "These are our transportation partners," he said. "We need to work with surrounding counties to promote transportation initiatives and improve access that benefits all of us." Port Authority has operated limited service into Westmoreland and Beaver counties since 1964, when 34 private bus lines were amalgamated into Allegheny County's publicly supported transit system. The new "13 series" bus service to Cranberry is its first foray into another county since then. 1 The Butler County commissioners are expected to authorize the Port Authority's service expansion War.
