POLITICAL WATCH Five freshmen campaign to become congressional sophomores powerful Ways and Means Committee as a source of clout for his constituents in the years to come. Paul Scherrer of Pittsburgh is running in the 14th District under the banner of the Socialist Equality Party. Elsewhere in Western Pennsylvania, Rep. Ron Mink, D-Murrysville, faces Paul Adametz, a printer from Cranberry, the Republican nominee in a district that wanders from Beaver through parts of Allegheny and Westmoreland counties. Adametz, a conservative, says he wants to go to Washington to dismantle as much of the federal government as possible.

Since beating veteran Rep. Joe Kolter in the 1992 Democratic primary, Mink a moderate to conservative on social issues and a more traditional Democrat on economic issues has twice won easily in general elections. The two remaining freshmen in the state's delegation represent districts in Philadelphia and its immediate suburbs. One, Rep. Chaka Fattah of Philadelphia, is a Democrat apparently secure in his reelection.

The other is a Republican, Rep. Jon Fox of Montgomery County, who is involved in perhaps the hardest-fought race in the state. In 1992, Fox lost a race in Philadelphia's affluent suburbs to former Rep. Marjorie Margolies-Mezvinsky. But in August 1993, amid Republicans' taunting chants of "Goodbye, Marjorie," the Democrat cast the deciding vote on the House floor in favor of a Clinton administration budget bill that included a major tax increase.

Fox exploited that vote to defeat her in 1994. Now he faces a strong challenge of his own from Joseph Hoeffel, a Montgomery County commissioner and former state legislator. cratic primary challenger this year. Doyle has support from unions, and voted the labor position in opposing the North American Free Trade Agreement. He is conservative on social issues, and was one of the Democrats who pushed a "statement of conscience" in the Democratic party platform that acknowledged opposition to abortion within the party.

Independent Richard Caligiuri, a distant relation to the late Pittsburgh mayor, is running here as an Independent, while Ralph Emmerich of Penn Hills is the candidate of the Natural Law Party. Source of clout In the 14th Congressional District, which covers the city of Pittsburgh and some of its northern suburbs, Republican Bill Ravotti has seized on the abortion issue as one of his lines of attack against eight-term Democrat Bill Coyne. Ravotti, a McKees Rocks businessman, has assailed Coyne for voting to uphold President Clinton's veto of a ban on partial-birth abortions. Coyne has defended the vote, citing his belief that decisions on those late term abortions, as with other abortions, should be between a woman and her physician. In an energetic challenge, Ravotti also has denounced government bureaucracy and called for sharp cuts in taxes.

But the Republican faces long odds against Coyne in the heavily Democratic district. The veteran demonstrated his popularity in the Democratic primary as he brushed aside a well-financed challenge from Pittsburgh city Councilman Dan Cohen. In that campaign as in this one, the liberal Coyne has pointed to his record of attracting federal dollars and projects to the district. They're not a '50s singing group. But their fates will go a long way in determining who's tune Congress will dance to next year. They are the members of the state's congressional delegation, waging their first re-election fights, hoping that the voters will promote them to the sophomore class. In addition, Pennsylvania's 21 congressional races include two seats in which longtime Republican incumbents are retiring. So the potential is clear for the same type of churning that has marked the delegation through the last two elections.

And if the Democrats are to be successful in their quest to retake Congress, they would hope to make some gains in a state in which the congressional contingent is split 11-10 in favor of the GOP. Still, at this point, every incumbent in the state appears to be favored, including the three first-termers from Western Pennsylvania: Reps. Phil English, R-Erie; Frank Mascara, D-Washington; and Mike Doyle, D-Swissvale. The two veteran Republicans who have decided to step down are Rep. Robert Walker of Lancaster, a longtime ally of Speaker Newt Gingrich, and Rep.

Bill Cling-er, who is capping his career by harrying President Clinton as the head of the House investigation into travelgate, filegate and assorted other allegations. Both of their districts have reliably Republican histories a victory by the Democrat in either would be considered a distinct upset. Mascara in rematch English, a former city controller in Erie, ing pattern in presidential elections, Mascara's 53 percent showing in 1994 might seem a relatively modest showing. But in winning, Mascara was one of a handful of Democratic freshmen who were able to resist the national tide that gave the GOP control of Congress for the first time in 40 years. Statement of conscience Doyle, another member of that small band of Democrats, appears to be in a strong position in his race against Republican Dave Fawcett, a lawyer and Oakmont councilman in the adjoining 18th District.

While the district includes some Republican areas in the South Hills, it is overwhelmingly Democratic and dominated by communities that stretch down the Mon Valley. Reflecting that reality, Fawcett's campaign literature never mentions his party, but concentrates on plans to lure businesses to the district. He does, however, embrace the 15 percent. tax cut proposed by Republican presidential nominee Bob Dole. At a recent candidates' forum Downtown, he also spoke of the need to lower utility rates through increased competition.

Doyle's Democratic primary opponents, in 1994 and again- this year, have tried to attack him on the basis that he once was a Republican, serving as an aide to former state Sen. Frank Pecora, who switched his party registration to run unsuccessfully for this seat when it was held by Sen. Rick Santorum. The fact doesn't appear to have bothered the district's Democratic majority, who gave Doyle a comfortable 10-point victory margin in the 1994 general election. Doyle emerged from a multicandidate field in the 1994 primary, and easily turned aside a Demo has been on the target list for national Democrats and labor unions almost since he was elected by a narrow plurality in a 1994 upset.

Early this year, his prospects seemed precarious. But despite attempts by Democrat Ronald DiNicola to depict English as a Newt Gingrich clone, the Republican has kept his challenger on the defensive. DiNicola, who practiced law in California for several years, has been forced to fend off English charges that he is a stranger to the district. English has gladly accepted Gingrich's fund-raising help, but at the same time has emphasized his independence in a district that gave President Clinton a 10-point margin in 1992. Mascara, the former Washington County commissioner, is in a rematch with Mike McCormick, a financial consultant who mounted a surprisingly strong 1994 campaign, winning 47 percent of the vote in the heavily Democratic district that stretches from Allegheny County to the state's southwestern corner.

McCormick spent more than $400,000 in that race, and is similarly well-funded this time around. Next week, Gingrich is scheduled to travel to the 20th District to raise funds and campaign for him. In 1994 and again this year, McCormick is running on a conservative platform that calls for tax cuts and the privatization or elimination of some federal agencies. Mascara's campaign received a boost last week as he introduced and appeared with President Clinton at Robert Morris College. His campaign has emphasized his attention to constituent concerns while sounding the traditional Democratic warnings against GOP social policies.

ETHEL I. MARTIN GARWIG Wife of the late Harold L. Garwig, died Saturday, September 28, 1996, at age 90. Born August 24, 1906, in New Castle, PA. She was the daughter of the late Dora Pettit and James W.

Martin. She is survived by a daughter Emmy Lou Anderson of Pgh. and Kiawah Island, SC; a grandaughter Stacy Anderson of Charlotte, NC; a sister Jane Romack of Mc-Henry, IL; also nieces and nephews. She received a Normal Certificate from Slippery Rock Normal School in May 1929. She taught elementary school in PA and Indiana.

She was a member of Hiland Presbyterian Church and of Highland Country Club.
