8:00 p. m. -ABC Movie. "Dr. Doolittle." (1967).

A magical and enthralling affair for parents and children alike, as Rex Harrison sings and prances about with his animal friends. It isn't as sensational an adaptation as it could have been, with the Hugh Lofting story being as enchanting as it is, but there's certainly enough spirited "talking" to the animals, especially with the "Push-Me-Pull-Me," to entertain and charm away the whole evening. 8:00 p. m. -Reddick.

(Repeat). This 1971 shocker, produced by the Canadian Broadcasting Corporation, is calculated to get a rise out of you, no matter what your convictions on religion, ethics, or the Establishment may be. Donald Harron is superb as an inner-city minister who has not only won the allegiance of a gang of alienated young people, but has created a haven for them in his church. What makes all those sparks of the drama fly comes to light when the kids put the minister, Mr. Reddick on trial in a kind of kangaroo court, for what they read as "dishonesty" and "exploitation" for personal gain.

He said it has not yet been decided whether the service will be carried on the 6 p. m. or the 7 p. m. portion of the local news.

"Closer Look" will deal each evening with a national or international news event. It is to be produced by a special unit of CBS-TV stations division by a staff of five. These are a producer, two assistant producers, a graphic artist and a film editor. The full resources of the CBS News film library will be available to the staff. Mary Brown, the producer, says that the insert "will be structured so as to allow each station to assign a local news broadcaster to introduce and narrate the segment.

In this way, it can be totally integrated into the flow and texture of the news broadcast." CHANNEL 13 REPORTS that it received more than 200 phone calls during its followup session to Monday night's "The Killers" chapter on heart disease. Most of the callers were concerned about diet information, the effects of alcohol on the heart and related personal health questions. Rock Hudson will be Miss Shore's guest, along with the U.S. Navy Band, on the Christmas outing of "Dinah's Place." He plans to sing and dance. Bob Harper, longtime program director at KQV, is leaving to take a similar position on WKBW in Buffalo.

THE STAGEHANDS have ended their strike against the networks, voting yesterday to accept a management wage offer. Negotiations are continuing between the nets and AFTRA, the s' union, with no strike deadline set, although the previous contract has now expired. The stagehands got 42 per cent raises over four years. "Airport," the hit theatrical film, proved equally successful on TV. It topped the national Nielsen ratings for the week ending Nov.

11. "Airport" was viewed in an estimated 29.1 million homes during this, its first, TV run, which makes it one of the highest-rated TV offerings this season. Five other movies, either big screen or made-for-TV, also made the top 20 list. "Sanford and Son" was in second place, followed by "All In the Family." In fourth place was "The Waltons," while the theatrical film "The Graduate" came in fifth. "Kojak," at 19th, was the only freshman series to crack the top 20 list.

IN VIEW of the energy crisis, I wonder if the current trend toward later and later TV programs, now continuing into the wee hours, won't come to a halt? This Friday's "In Concert," for instance, is scheduled on the ABC Network for three hours, starting at 11:30 p. m. It will air on Channel 4 here, beginning at 1:40 a. m. A news item yesterday reported that the Japanese government has already ordered TV to end at midnight, in that country hard hit by the Arab oil boycott.

It could easily happen here and all-night radio may well be included in such a directive. CO STARR INI son. He will also engage himself in the development of programs for the Saturday morning "kiddies' ghetto," as well as for the network's late-night "Wide World of Entertainment" stanza. The prime time projects will be based on shows Papp has previously produced for the stage. Papp's current Broadway production is the Pulitzer Prize and Tony-winning "That Championship Season." He is also responsible for the highly controversial "Boom Boom Room" at Lincoln Center in New York.

The latter drama stars a a 1 1 i Kahn and deals with the life of a go-go girl. Miss Kahn is already being touted for a Tony for her performance. "Boom Boom" was written by David Rabe, the author of "Sticks and Bones." tf( )f THE CONTRACT calls for mutual agreement on the dramas or other material to ba produced by Papp. It specifically calls for clearance of all dialogue by ABC's department of broadcast standards and practices (ie: censors). Just how crippling this clause will be remains to be seen.

Certainly the dialogue in "Sticks and Bones," a play about a blinded soldier returning home from Vietnam, was one of the chief factors for its rejection by quite a number of CBS affiliates. Yet, it would be difficult to imagine how Rabe's play could have retained its validity what little it had without dialogue offensive to some viewers, and station managers, of course, who would keep TV at a children's level. One thing seems sure, without considerable "reworking" the chances of "Boom Boom" being accepted by the network are remote indeed. Be this as it may, Papp has declared himself to be delighted with the ABC contract. "It's no substitute for theater, but it's an outlet," he said.

"When you're in communications, you want to disperse what you've got. Of course, you want it to be beautiful too, but you want people to experience it, and you want to be an influence, and television makes it possible on a great scale." MORE BRIEFLY: Early next month CBS plans to launch a four-day-a-week news service for young people. The service is designed for inclusion in the early evening newscasts of its owned and operated a i (each network owns five VHF stations, none of which is in Pittsburgh). The stations are then expected to produce a local news program of a similar nature for the fifth weekday. CBS affiliates are also being offered the segment, called "Closer Look," and Channel 2 here plans to pick it up.
