Robert Dourado, who operates a Wilkinsburg food store, said he talked to his brother by telephone yesterday.

"I am relieved. We are all relieved," Robert said. "He Wolfgang said he was treated well and is in good condition. He said be lost some weight because he has malaria." Robert, who came to America from Tanzania in 1980, said his brother, who was never charged with any crime by the Tanzanian government was released May 10. Two weeks ago, the Pittsburgh chapter of Amnesty International placed Dourado on their "urgency" list, meaning that heightened efforts were made to find his whereabouts.

"We're absolutely delighted about news of the release," said Neal Galpern, coordinator of Pittsburgh Amnesty International. At the time of his arrest, Dourado was working on a lawsuit charging the Zanzibar government with violating its constitution in the area of human rights. At the time Dourado was placed on the urgency list, Amnesty International also placed Jorge Alberto Rosal on the list. Rosal, an agronomist, has relatives who live in Plum. Rosal was abducted by armed gunmen last Aug.

He was in Pittsburgh for the confirmation and to celebrate the "traditionalist" Latin Mass at Our Lady of Fatima Chapel, Southside Lefebvre has been forbidden to say Mass or administer sacraments since 1977. That year he ordained 13 traditionalist priests, even though Pope Paul VI threatened to excommunicate him. Lefebvre was interviewed in the rectory of Our Lady of Fatima Chapel, the only traditionalist church in Greater Pittsburgh.

Although its pastor, Monsignor Kit Hodgson, does not belong to Le-f ebvre's society, he said he supports him "absolutely." Lefebvre's warm smile, frail physique and quiet, gentle manner is in contrast to bis words. Pope John Paul II is not doing his duty, Lefebvre said. The pope is in dialogue with other faiths, practices detente with the communist countries and supports the liturgical innovations -which abandoned the Latin Mass. "Ecumenism means the destruction of the Church. Anyone who breaks 20 centuries of is not Catholic, evea if he is the pope," he said.

Since 1970, Lefebvre has or- dained some -150 traditionalist priests, jncloding four Sunday in St Thomas Aquinas Seminary in Ridge-field, Conn. It is part of Lefebvre's St Pius Society, named after the century's most conservative pope. The society has some 80 centers, 250 seminarians and SO nuns. Last June, Lefebvre stepped down as titular head of his movement but still has not consecrated any of his priests as bishop. Only a bishop has the authority to ordain priests and so keep the movement going.

Lefebvre was noncommital on a successor. Last month, the pope rejected a proposed meeting with Lefebvre. The only other bishop to support him is the Most Rev. Antonio de Castro-Mayer of Brazil Two Latin Masses are celebrated each Sunday at Our Lady of Fatima Chapel to capacity crowds. Hodgson said no Pittsburgh bishop has put pressure on him to stop.

The county commissioners, during a private meeting Friday with leaders of the county's legislative delegation, said they would re-examine a request to create from two to six new judgeships. So far, the commissioners have been opposed to creating more judgeships.

Aides to the commissioners said yesterday the commissioners are still opposed to the additional judgeships this year. A study completed last year by the Pennsylvania Economy League said it would cost $1 million in start-up costs and S6 million in salaries for support personnel if the six judgeships requested by Common Pleas President Judge Michael J. O'Malley were created by the Legislature. But the commissioners also informed the legislators they have asked the Economy League to study again the need for the additional judges.

"There was a little movement away from a definite said one county official who attended the meeting. "But it's still a long way from a definite Sen. D. Michael Fisher, R-Upper St. Clair, was among those who attended the meeting.

He said even with Scanlon's remarks, there is a chance all or some of the nominees would not get the two-thirds majority of the Senate needed for confirmation. The nominees are county Solicitor James H. McLean; Doris Smith, who is solicitor for county Controller Frank J. Lucchino; and private practice lawyers Donald J. Senate Minority Whip Eugene Scanlon, D-Northside, said he would bow to the commissioners' wishes although he still believes the county needs more judges to handle a backlog in criminal court.

Scanlon is among those senators miffed that Gov. Thornburgh bypassed two of the four men they suggested for the vacancies.
