CLOUDY CLOUDY WEATHER OBITUARIES The Rev. M.E. retired pastor The Rev. Melvin E. Watkins, retired minister of the First Baptist Church of Duquesne, died of heart failure Sunday in the Baptist Homes Nursing Center in Mt Lebanon.

He was 81. Mr. Watkins, of West Homestead, was the featured singer for more than 45 years at the Steel Valley Memorial Day services in Homestead Cemetery. He organized the Steel Valley Singspirations, a religious singing group. He was a World War II veteran and helped found the Jack Pancoast Veterans of Foreign Wars Post in West Homestead, where he was the first post commander.

He was a retired street commissioner in West Homestead. Surviving are his wife, Olive Watkins; a daughter, Nancy Bodnar of West Homestead; four sons, Glenn of Boca Raton, Fla, Keith and William, both of Monroeville, and Robert of West Homestead; 13 grandchildren; four great-grandchildren; a sister, Thelma Rice of the South Hills; and two brothers, Junior of West Mifflin and Ronald of Munhall. Joseph L. McGuire Joseph L. McGuire, a retired account executive with Sears, Roebuck and died of respiratory failure Sunday in his Brighton Heights home. Mr. McGuire, 84, was a retired auditor for the Allegheny County controller's office.

He was 70. Mr. Pottmeyer, of Penn Hills, was a Mason and a member of Latrobe Country Club, River Forest Country Club, American Legion Post 351 in Penn Hills and Laketon Heights United Methodist Church in Penn Hills. Surviving are his wife, Kitty B. Pottmeyer, three sons, Wayne of Murrysville, Jack of New Philadelphia, Ohio, and Keith of Raleigh, N.C.; a daughter, Jan of Penn Hills; seven grandchildren; a sister, Mary J.

Tracey The Rev. Charles A. Tracey, a retired United Methodist minister, died of degenerative dementia yesterday in Presbyterian SeniorCare, Oak-mont. He was 85. Mr.

Tracey served as an interim minister during retirement. He served in parishes in Sewickley, Penn Hills, Swissvale, Harmarville, Scott-dale, Arnold and in Somerset County. He was a former district superintendent of the Western Pennsylvania Conference of the United Methodist Church. He was a Mason. Surviving are his wife, Martha Holmes Tracey; a daughter, Martha DiGioia of Oakmont; a son, Charles A.

Jr. of Miami; three grandchildren; and a great-grandson. Arrangements are by Joseph M. Somma Funeral Home Robinson. Charles Roberts Charles Roberts, a retired architect and engineer who designed local shopping centers and professional buildings, died of cancer Friday in Fort Lauderdale, Fla.

He was 83. Formerly of Wilkinsburg, Mr. Roberts moved to Fort Lauderdale in 1974 after he retired as a self-employed architect. He designed churches, commercial buildings, apartments and office buildings, including Great Valley Shopping Center in North Versailles, Great Valley Butler Shopping Center in Butler, Rainbow Shopping Center in McKeesport and the Oakland Professional Building. He was a Mason and a member of the Scottish Rite Valley of Pittsburgh and a 50-year member of Syria Temple.

He is survived by his wife, Rose Marie Roberts; a son, Frank Daqu-lanto of Mount Washington; a grandchild; and two great-grandchildren. Arrangements are by the John F. Slater Funeral Home 4201 Brownsville Brentwood. Joseph G. Karas Joseph G.

Karas, 67, owner of Komlyn Co. accounting firm, died of cancer yesterday in Forbes Hospice, East End. He lived in Penn Hills. A certified public accountant, Mr. Karas had owned the accounting firm for more than 45 years.

He was a member of St. Joseph Church, Verona. Mr. Karas is survived by his wife, Frances; and a son, Richard J. of Verona.

Arrangements are by Burket-Truby Funeral Home 421 Allegheny Oakmont. The Rev. Joseph Lucey The Rev. Joseph P. Lucey, a retired priest and former teacher, died of heart disease Saturday in the Vincentian Home, McCandless.

He was 85. Father Lucey was a graduate of St. Mary's Seminary in Norwalk, and was ordained in the Congregation of the Holy Ghost in 1937. His first assignment was in the Missionary District of Kilimanjaro, East Africa, for four years. He taught at Duquesne University from 1941 to 1945 and served in parishes in Rhode Island, New York, Louisiana and South Carolina.

He retired in 1980. Arrangements are by Worrell Funeral Home 1820 Main Sharpsburg. R. Howard Hart Howard Hart, 64, a former Penn Hills police sergeant, died of a heart attack Sunday in Forbes Regional Health Center, Monroeville. Mr.

Hart, of Penn Hills, had been a police, officer for about 25 years, retiring on disability in 1978. He is survived by two sons, Robert and Michael, both of Penn Hills; two daughters, Cheryl of Penn Hills and Clare Laufer of Apollo; and three grandchildren. Arrangements are by Findlay C. The city's Hazardous Materials Team blocked off the Strip District between 31st and 34th streets, and between Penn Avenue and River Road after a tank containing up to 20,000 pounds of liquid carbon dioxide, which can cause respiratory problems, leaked its contents about 6:30 p.m. at the Weber Gas and Welding Co.

Weber employees and workers of Chambers Recycling, both in the 3200 block of Smallman Street, were evacuated until the spill was cleared about 9 p.m. Homestead may cut tax Homestead will scrap a 2-mill property tax cut and an "occupation 10 am 21 10 p.m.. 11 p.m.. assessment" under a $1.68 million 1992 tentative amended budget approved last night. Kenneth Evans Post-Gazette Staff Writer McKees Rocks Fire Chief Ed Mar-itz said yesterday that he was unhappy with the Allegheny County fire marshal's investigation into a weekend blaze. The fire destroyed Pinnello's bar and deli, Balker Cabinet Co.

and Acme Clay Products on Island Avenue Sunday morning. Allegheny County Fire Marshal John Kaus said the blaze was arson. It was the eighth major fire in McKees Rocks in the past three months. Maritz said the county fire marshal's office was overworked to the point that a "real" fire marshal was not sent to investigate Sunday's blaze. Larry Boyle, of the county emergency management agency, is investigating the fire.

"Nat Mastro's deputy county fire marshal done our investigations in the past but he's off sick," Maritz said. "They have some good investigators down there, but I don't know where they are." Kaus defended Boyle, saying he was certified by the state and federal governments to do fire investigations. Kaus said he had asked the federal Bureau of Alcohol, Tobacco Firearms to join the probe. "That gives us four federal agents immediately, plus three investigators from my office, plus two detectives from general investigations," he said. Kaus said local fire chiefs and police were not given all the information gathered in a fire investigation.

Jury to resume deliberations in slaying trial Woman arrested in husband's shooting By Jan Ackerman Post-Gazette Staff Writer A jury will resume deliberations at 9 a.m. today into whether a North Braddock man fatally shot his former lover's husband 16 years ago. The jury, which deliberated for eight hours yesterday, was housed last night in a Downtown hotel. The jurors must decide whether Steven Slutzker, 40, shot John L. Mudd then 28, on Dec.

28, 1975, after hiding in the basement' of Mudd's Wilkinsburg home. Earlier, Common Pleas Judge Jeffrey A. Manning decided that Arlene Mudd Montgomery Stewart, 39, of Punxsutawney, could exercise her Fifth Amendment right against self-incrimination and refuse to testify. Manning allowed attorneys to read to the jury portions of her sworn testimony during a coroner's inquest in 1976. At that time, she was not a suspect in the homicide.

Defense attorney Charles Scarlata wanted to call Stewart as a defense witness because she had testified in 1976 that neither she nor Slutzker were involved in the killing. On the advice of her attorney, Sumner Parker, Stewart took the Fifth Amendment on Friday. Manning decided yesterday that she should not be forced to testify because the district attorney's office still views her as a suspect in her former husband's homicide. Assistant District Attorney Kim Berkeley Clark called another surprise witness to the stand yesterday. The witness, Joseph Lindsey, a carpenter who had worked with.

Slutzker on a construction job in Swissvale in 1975, testified that Slutzker asked him in December 1975 to teach him how to load a automatic gun, the same kind of gun that was used to shoot John Mudd Sr. Testifying in his own defense last week, Slutzker said he did not own a gun. He said yesterday that he never had the conversation with Lindsey. A Crescent woman was arrested yesterday and charged with shooting her husband five times. Police said she later shot and wounded herself.

Judy Hetzer, 50, of Cambier Drive, was charged with attempt to commit murder and with aggravated assault. She was in serious condiition last night in Presbyterian University Hospital. Moon police found Louis E. Hetzer, 56, on the porch of a house at Shippen Drive with five gunshot wounds. Police said Hetzer was shot at his apartment at Sharon Road, Moon.
