The antitrust suits, filed by players who would have become free agents in 1990 and 1991, are pending before U.S. District Court Judge David Doty in Minneapolis. Two weeks ago, Doty ruled that players who were free agents in 1989 also could sue. All the suits seek unlimited free agency for players, who now can move from team to team without limitation only if they are not protected under Plan which was instituted after the strike.

If a free agent who is among the 37 protected by each team moves, the team that signs him must provide compensation to his former employer. Under that system, only two players have changed teams in 13 years, the most recent Wilber Marshall, who signed with Washington in 1988 from Chicago. The Bears got two No. 1 draft picks in return. NFL owners have said they are prepared to offer a more liberalized free agency system.

It would be coupled, however, with a rookie wage scale, which owners want to stop the spiraung salaries to high draft choices, who collected between $30 million and $40 million in signing bonuses alone this season.
