In his past sevenS starts, the St.

Louis Cardinals' Dnw3 ovan Osborne is 6-0. -cio Darryl Strawberry might be WH the disabled list for the remaindetvMH of the year. Strawberry, who ages $4.05 million on his five-year contract that runs through 1995 with the Los Angeles Dodgers, has five homers and 12 RBIs in 100 at--bats this season. Last year, he five homers and 25 RBI in 156 at--'-1 bats. That's about $31,000 an at-bats over the past two seasons.

The San Diego Padres have unloaded 19 players from their roster since opening day 1992. Their current 251 man roster has 19 players earning $165,000 or less and 12 at the majors league minimum of $109,000. Money matters in Houston: Drabek, who is 7-11 with a 3.57 will make $4.25 million this season Greg Swindell, who is 6-8 with a 4.99,' '1Kl ERA, will make $3.75 million. Kile, who is 11-1 with a 2.71 EFV; will make $247,500. Skidding, skidding, skidding: The phia Phillies were 16-19 from June" 14 to July 22.

Left fielder Pete Incaviglia, a major factor in their nu outstanding start, has lost 58 points-in his batting average, down to .253: After hitting 11 home runs through June 20, he has had only two in the ii past five weeks. The Tigers lost 21 of 28 in the same span. The Dodgers have only one left-hander on their staff, rookie Omar Daal, 21, who's 1-3 with a 5.29 ERA. Big Ben strikes right note Ben McDonald has played a major role in the Baltimore Orioles' climb to the top of the American League East Division. The Orioles were 8l games out of first place and five games under .500 when McDonald took the mound June 7 against Oakland.

Since then he has started nine times with a 5-2 record and a 2.05 ERA. The Orioles have won seven of those nine starts. While McDonald flourishes, there is concern in Baltimore for Mike Mussina. In Mussina's past seven starts, he has pitched only 36 innings and allowed 54 hits and 34 earned runs (8.50 ERA). On a staff where three slightly to highly suspect veterans Rick Sutcliffe, Jamie Moyer and Fernando Valen-zuela are currently performing well, the Orioles need a strong Mussina down the stretch.

The Orioles are looking for pitching help and are one of the team's eyeing the Cincinnati Reds' Tim Belcher, who almost certainly will be traded to the highest bidder, by the end of the month. Belcher has a $3.75 million salary. The Chicago White Sox also were strongly interested in Belcher. But the Reds' insistence that Scott Ruff-corn, the White Sox' top pitching prospect, be included in the deal has cooled off trade talks between those two teams. The Orioles also are eyeing the Montreal Expos' Dennis Martinez, who had some great seasons with the Orioles earlier in his career.

Around the horn Going into today's game against the Milwaukee Brewers, the Chicago White Sox are 42-19 in games unhittable by right-handed batters. They're hitting .163 against him. If Manager Butch Hobson needs a left-hander he goes to Tony Fos-sas. Left-handed batters are hitting .037 (l-for-27) against Fossas. The lone hit was a bunt single by Ken Griffey.

Right-hander Ken Ryan is 4-0 in relief. Moore means less If Russell is one of the best bargains of the free-agent crop, Mike Moore of the Detroit Tigers is one of the worst. The Tigers signed Moore to a three-year, $10 million contract in the off-season. Because Moore had won 66 games the previous four years with the Oakland A's, it figured to be money well spent. But it hasn't been not even close.

Going into his scheduled start today, Moore is 5-5 in 21 starts. That's the good news. Here's the rest of the story. His ERA is 6.67. He has allowed 18 home runs, one fewer than the American League leaders.

But all three of the pitchers in front of him had pitched at least nine more innings. In four of his starts, he hasn't been able to get out of the second inning, which is one more time than the entire Pirates' staff has done that. He averages only 5'3 innings a start. He does not have a complete game and has yet to get an out in the ninth inning. He might also be the luckiest pitcher in the majors.

In the four starts that he failed to get out of the second inning, he took the loss only once, although he allowed 22 earned runs in five innings in those four games. In another start, when he gave up five runs in 2xh innings, he also was not charged with the loss. By Bob Smizik Post-Gazette Columnist Less than two weeks before the start of spring training, the Boston Red Sox offered free-agent reliever Jeff Russell an incentive-laden contract that paid comparatively speaking a bare-boned base salary of $500,000. Russell, who had 30 or mot-saves in three of the previous four seasons, quickly accepted. He had been looking for work all winter, and the Red Sox were the first team to make him an offer.

It was the best off-season move the Red Sox made and one of the best by any team in baseball. But why was a reliever, who had 30 saves and a 1.63 earned run average the previous season, still available? Russell had a history of arm trouble. He has had two operations on the elbow in the past five years and missed half of last September while pitching for the Oakland A's. Unlike the Pirates, who did not have Alejandro Pena examined by their team doctor, the Red Sox had their team physician give Russell a thorough examination. He passed and was offered a contract.

What a bonanza he has been for the Red Sox. He has been successful in 25t)f 27 save attempts and has an ERA of 2.60; In 34 innings he has struck out 36 and walked seven. Russell, who can earn up to $2.3 million if all his incentives pay off, is a major reason why the Red Sox are in contention in the American League East and why they have one of the best bullpens in baseball. But he is not alone in the Boston bullpen. The Red Sox' top setup guy, right-hander Greg Harris, is close to AMERICAN LEAGUE SATURDAY'S RESULTS Boston 5 Oakland 3 Kansas City 6 Detroit 3 New York 5 California 3 Baltimore 9 Minnesota 2 Chicago 6 Milwaukee 5 Seattle 6 Cleveland 5- Toronto 5 Texas 1 MONDAY'S SCHEDULE Texas at Kansas City.
