(J) JOJ The Defenders. "No Knock." A dilemma in crime detection involving the risks versus-the need of a "no-knock" enter and search warrant to prevent criminals from destroying damaging evidence is fairly well documented here. Couple shift of the Pirates from Channel 2 to Channel 22 is also far In the future. This despite the fact that the Pirate telecasting contract comes np for renewal next year. Advertisers, who must pay for the game telecasts, are not apt to look kindly on a potential drop in audience from ,595 million homes now available to Channel 2, to the 2,300,000 IMF equipped sets.

Then there is also the matter of the combination radio rights, of course. 3IORE BRIEFLY: Channel 4 plans to pick up "ABC Nightlife," a sort of "Hollywood Palace For Insomniacs," when it replaces the defunct "Les Crane Show" on Monday night (Tuesday morning at one o'clock, actually). Incidentally, the Crane cancellation reportedly came as quite a shock to the host. Which is more than it did to me. I never caught the show.

It had a 2.7 rating in New York against Johnny Carson's 7.8 (they both start at 11:30 in Gotham). Speaking of Carson, he Is now feuding with NBC about the opening 15 minutes of his show which is not seen in New York or San Francisco. Johnny claims It is a wasle of his time to prepare this monologue often the cleverest part of the program, by the way If some 4 to 5 million viewers are not to be offered the chance to tune in. Carson did a "sit out" In his dressing room last Friday while Ed McMahon carried the first quarter hour. However, the word from the network is that "this is a convenience to stations" in other parts of the country.

In New York and San Francisco this segment is pre-empted by expanded news programs. "The chances are 99 to 1," spokesman said, that there will be no change in the format. The official added that Carson will be shown the "facts of life" in his contract. NOT IN THE same class with ABC's Leonardo Da Vinci," which was present at the same time, "The Journals of Lewis and Clark" on NBC Tuesday night was nonetheless an informative photo-graphic reconstruction of famed expedition which opened the West. The use of live actors without any actual impersonations of spe cific historic figures came off remarkably well.

Both the hardships and the natural beauty encountered by the brave band of explorers just after the turn of the 19th century were effectively underscored. The color on both this and the ABC documentary (noted here yesterday) was superb. Local expert Beano Cook's sports commentaries on WJAS weeknights at 6:10 and 6:35 just have to be heard to be believed. Beano has controversial opinions on Just about everything having to do with sports and a few other topics and has not the slightest compunction about airing them. Even for a non-sports buff Cook's broadcasts are a refreshing treat, By the by, Cook assures me he really praises much more than he knocks.

The when and if it is ac tivated, will Win lanninir feature sports, movies, various networks programs not now being carried by the three regular very high frequency (VHF) outlets and some of the many, many syndicated programs not presently seen in this area. One of the reasons for the Midden interest in Channel 23 and In Channel 53, recently purchased by a new potential operator (Channel 53, WKJF-TV, was on the air with low power briefly during ia.j3) is that the Federal Communications Commission (FCC) has directed that present licensees either demonstrate an intention of Retting' on the air, transfer their permit or return it to the FCC. However, Johnson and his group are obviously encouraged by the regulation now in effect which requires all new television receivers to be equipped to tune in the UHF frequencies. WHILE NO accurate count ewr existed, it has been estimated that Channel 16 could be received via external converters in about 200,000 district homes. With the improvements made in both transmitting and receiving equipment during the past decade there is no reason why at least this number should not represenl a reasonable target for Channel 22.

Channel lfi is now being; operated as WQEX, a subsidiary of WQED, Channel 13. Telecasting-, obtained Channel 22 In a swap with WQED when the commercial station folded. It is generally recognized that the lower the channel number the greater is the coverage possible with the same power. At the time WENS finally went under plans were being made to up its power to 1 million watts (ie: Channels 2 through 6 operate with watts, Channels 7 through 13 may use up to 316,000 watts). NO TARGET date has been pet for Channel 22's debut.

The D.H. Overmyer of New York City, has stated that it will reactivate Channel 53 in a year or so. Just how two independent commercial UHF stations hope to survive here puzzles me. In fact, even one is sure to be in for a rough time for quite a while, before sufficient homes are converted, or enough old sets are replaced. Of course, It has long been suspected that the government would dearly like to shift all public TV stations to the UHF bands thus freeing the more desirable VHF channels for military and other "special" uses.

If the present UHF licensees can hang in there long enough they may find themselves with a gold mine. But I wouldn't advise holding one's breath until such a move comes to pass. By the way, for ood sound economic reasons any 1 4 IntirlpreH hv various M. J. THOMAS, JR.
