Julian Tardy was playing with a pair of boots near a kitchen window Saturday night when a screen in the open window gave way and the boy plunged to the concrete below, authorities said. His mother had stepped out of the room only moments before the child fell, officials said. Residents of Jacksonia Street on the North Side said the boy hit a cable that may have broken his fall.

The toddler missed landing on the spikes of an iron fence by inches, neighbors said. "He was all bloody," said neighbor Nikki Jackson. "He had a dent in his head and he was screaming for his mommy." Paramedics rushed the child to Allegheny General Hospital, where he was in critical but stable condition last night with a fractured skull and two broken legs. "I know that was scary for his mother, because if I saw my baby fall out the window, I would have died out there," neighbor Lattoria McCord said. Authorities ruled the fall an accident and said no charges would be filed.

Ringgold school accord may be near The Ringgold School District and its teachers appear to be close to ending a 2-year contract dispute. James Martell, president of the 245-member Ringgold Education Association, said yesterday that the school board and union had both offered concessions during a productive meeting last week, and that negotiators would meet again this afternoon. "What it amounts to is, if the board does not renege on what we agreed to last Tuesday, we're probably extremely close together," he said. School board member Frank Blum said the district's representatives agreed that "good progress" took place last Week. "They're moving in the right direction," he said of negotiators for both sides.

The two sides have been discussing a contract proposal covering six years, with salaries and health care coverage as the unresolved issues. The teachers have worked without a contract since 1993 and have held strikes under guidelines of state Act 88. They returned to work last month, saying they hoped to avoid another walkout. Keystone Oaks school inspection set Keystone Oaks School District officials were confident that their new elementary school and surrounding property in Dormont would be in good enough shape later today to merit an occupancy permit, meaning school could begin as scheduled tomorrow. Dormont officials had given the school district a list of things to be done before the borough would declare the building safe enough for children to start school.

Borough officials were to inspect the site today and decide whether to issue the occupancy permit. One of the conditions for the permit the demoli- tion of Jay Neff Middle School on Annapolis Avenue, next door to the new school was expected to be com-, pleted before the inspection. Titusville man to testify at O.J. trial An amateur photographer from Crawford County is set to testify in the O.J. Simpson trial this week.

Rob Seib, 32, of Titusville, is to take the stand today to answer questions about a photograph he took of Sim-n at an AFC championship game in Buffalo two College honors Oklahoma governor Oklahoma Gov. Frank Keating, who was praised for his handling of events surrounding the bombing of the Oklahoma City federal office building, will receive an honorary degree from La Roche College tomorrow. Keating will speak on crisis management as part of a convocation beginning at 3 p.m. at the college's East campus in McCandless. The blast, set off by a mixture of fertilizer and fuel oil in a rented truck, killed 167 people April 19 in the Alfred P.

Murrah Federal Building. After the explosion, Keating acted as a spokesman at the site and spent time with bomb victims and their families. Still later, he helped raise more than $5 million for a victims and their families. Cathy Keating, the governor's wife, will receive a medal and will sign copies' of "In Their Name," a book documenting the tragedy, in the college art gallery at 2:15 p.m. Proceeds benefit survivors and the city.

Petrolia loses water supply At 7 a.m. yesterday residents had water. At 9 a.m. they didn't It was a simple as that, said Capt Greg Schrecen-gost of the volunteer fire company in Petrolia, Butler County, where officials were trying to figure out why the entire town lost its water yesterday. The town's holding tank, fed by springs, was not leaking, so officials assumed the water was being lost under a street.

"Somewhere in town, we have a main water leak. Would you believe we've lost 25,000 gallons of water and it didn't surface anywhere? They walked our lines and haven't found it," said Schrecengost. Firefighters last night brought a 350-gallon water buffalo to the fire hall. Two tanks were to be added this morning. At the fire station, two tanker trucks with a com-" bined total of 3,000 gallons were ready in case of fire.

Neighboring fire companies also were on alert. Moh-Fayette corridor land to be topic A public meeting will be held from 1 to 8 p.m. Sept. 27 to discuss the state's acquisition of property in the Mon-Fayette Expressway corridor south of Uniontown. The meeting will be held at the Smithf ield Volunteer Fire Department in Smithfield, Fayette County.

The Pennsylvania Turnpike Commission says it will acquire 110 properties to construct the eight-mile section of toll road from Fairchance south to the West Virginia line. A similar meeting will be held later for about 375 property owners who live in the expressway corridor between 1-70 in Fallowfield and Route 51 in Jefferson, where the turnpike will build a 17-mile section. Trial to resume in fatal shooting A jury today will resume hearing evidence against a Homewood man who is accused ofbeing the trigger-man in a fatal shooting at a Homewood bar last year. Angelo Cabbagestalk, 23, of Homewood, is charged with a shooting Jan. 31, 1994, at the Touch of Class Bar in Homewood in which Edward C.

Wallace, 43, of Homewood, was killed and Melanie Watkins, 24, of Homewood, was wounded. Cabbagestalk's co-defendant, DeShawn Rosemond, 20, of Larimer, was convicted of first-degree murder in a previous trial. He was sentenced to two life sen-, tences plus 10 years for his role in the Touch of Class shootings and the fatal Jan. 27, 1994, drive-by shooting of Shawn Griggs, 19, of Homewood. Cabbagestalk is being tried before Common Pleas Judge Raymond A Novak.
