At the least, it is generally agreed, some formula will be found to permit the Communists to run as individuals for the new, two-chamber parliament envisioned in the reform bill. The Communists publicly say they will accept nothing short of legalization.

But there is little guarantee that their current Socialist allies, for example, will boycott the elections if the Communists' demands are not fully met.
