Richard Borghini, 32, will face the grand jury a second time for murder and other new charges in the shooting death of a fellow patrolman in 1970.

Seventh Ward Magistrate Kennedy Smith was to have given a decision on the case yesterday morning but Borghini's attorney, Ronald quested a postponeone ment. In addition to murder, Bor ghini was charged last week with voluntary manslughter, involuntary manslaughter and pointing a deadly weapon in the Oct. 13, 1970, death of Ptl. John L. Smith in the Northside police station.

A grand jury cleared Borghini on Nov. 19, 1970, of an involuntary manslaughter charge brought by the Allegheny County Coroner's office. The new charges were brought by Scott's widow, Mrs. Carol Lee Scott, and mother, Mrs. Margaret Scott, before Magistrate Smith last Friday.

Post-Gazette Harrisburg Bureau HARRISBURG The state House last night passed and sent Senate legislation that have the state "would gradually assume the full cost of housing prisoners in correctional institutions.

The cost of maintaining a prisoner in a state correctional institution, such as Western State, now must be paid by the county from which the prisoner was sentenced. If the Senate goes along with the House amendments, and Gov. Shapp signs the bill, the state would assume the cost in four steps, taking over the total burden in the 1974-75 fiscal year. The takeover was expected to cost the state $19,101,000 in fiscal 1974-75, the first year in which the state would assume total cost. The measure was passed by the House on a 146-to-42 vote.

UF Honors 514 Firms Allegheny County United Fund honored 514 firms and organizations at an awards dinner last night in the Pittsburgh Hilton for their contributions during the 1971 campaign. Fair Share winners averaged $52.08 per person for an average participation rate of 79.8 per cent.
