And with all the rumors swirling about, who Kukovich said PennDOT's decision to delay improvements along Route 22 in Westmoreland County "was very disappointing," because the widening of Route 22 is important for businesses and residential development In the area. Kukovich said he always thought that improving Route 22 was a major commitment of PennDOT, dating back to the administration of former Gov. Dick Thomburgh. Rep. Patricia Carone, R-Lancaster Township, said she "was taken aback by the decision to delay the projects." Carone said she wondered whether PennDOT was exaggerating the cost of highway But the state has $7 billion worth of projects on the drawing board.

Mallory had to make some cuts. Among the projects that didn't make the final grade are nearly $62 million worth of road work in the Pittsburgh area. Also postponed was nearly $120 million in work scheduled along Route 22 in Westmoreland County and a $40 million project linking Interstate 79 with the Pennsylvania Turnpike and a $10 million project linking I-79 and Routp 228. Mallory has been lobbying furiously for a gas tax increase but said yesterday that the construction plan was not influenced by the gas tax. Hugh Baird, a legislative aide to Sen.
