FEBRUARY 3, 1996 THE REGION Johnstown area police make arrest in rapes ByTomGibb JOHNSTOWN Police yesterday arrested and charged the man accused of raping the 81-year-old neighbor of Betty Moon, and as many as six other elderly women before that But Moon could feel comfortable only talking through the locked front storm door of her suburban Johnstown home. "I still dont feel safe," she said, looking out over her tidy neighborhood. "But I think everybody feels better now than they did." Yesterday, Johnstown and suburban police charged Johnstown native Jeffrey Hoffman, 35, with raping four women, ages 67 to 81, between May 1991 and last Oct 11. Arrest affidavits say investigators also suspect that Hoffman raped three other women, ages 62 to 77, in suburban Richland and two nearby boroughs in northern Somerset County between 1979 and 1989.

But the five-year statute of limitations in those cases has expired. For three months, Hoffman has been in the Cambria County Jail on a parole violation. After- his arraignment yesterday, the dtt-, vorced father of two was back in the jail again. He now faces 45 criminal charges. He was unable to post toe $410,000 bail "and pretty well clammed up, not talking to police," Richland Detective Anthony Palm said.

Two public defenders assigned to Hoffman could not be reached for comment After the last rape, In October, investigators said they thought they were dealing with a serial rapist and a brutal one. Victims were raped ana sodomized. A 77-year-old woman was beaten and kicked. An 81-year-old victim was dragged up a flight of stairs and another was thrown on her floor. DNA test results that came back Tuesday sealed the case, said Patrick Kiniry, first assistant district attorney.

But Hoffman became a prime suspect two weeks after the last rape, District Attorney David Tulowltzki said. Police discovered similarities between the four latest rapes and two 1979 rapes in Somerset County in which Hoffman was considered a suspect but never arrested.
