8 p.m. (BCD NBC Movie. "Peter Lundy and the Medicine Hat Stallion." (Made-for-TV 1977). (Repeat). A charming family show Disney would be proud of stars Leif Garrett as Peter Lundy.

Based on Marguerite Henry's book, the film fortunately contains some of her storytelling skills about frontier life. The hero, 16-year-old Peter, in love with his Indian pony, makes a break from the mother he adores, and his stern, embittered father to win a job riding for the Pony Express. (2 hrs.) 9 p.m. Sinatra and Friends. (Repeat).

There's no written script for this songfest, just an ad-libbed show so Frank and company can get down to the essentials and sing. Oldies prevail as Frank and Tony Bennett hook up for "My Kind of Sinatra, Dean Martin and Robert Merrill join forces for "The Oldest Established Crap Natalie Cole and Frank sing "I Get a Kick Out of and Leslie Uggams and our host duet to "The Lady Is a Tramp." (60 min.) 9 p.m. Great Performances. "The Royal Family." (Repeat). A delicious presentation of the witty, 50-year-old play by George S.

Kaufman and Edna Fer-ber, which hasn't lost a bit of its brilliance. The title concerns a theatrical family that lives, eats, breathes, and expounds on theater, with a regal flourish. The Cavendish clan includes the grand dame, played with a combination of elegance and sagacity by the incomparable Eva LeGallienne; her glamorous and utterly dramatic daughter, played to a fine prima donna turn by Rosemary Harris; and her scandalous and magnificent son, played with panache by Ellis Rabb, who also directed this marvelous farrago. If you missed some of Barbara's pithy interviews first time around, you might want to take advantage of the repeats shown here tonight. For example, Barbara's interview with Bing Crosby, done on May 31, 1977, is a charmer. It announced that it would schedule the first repeat of its blockbuster "Roots" during the period Sept. 5-10.

Although the network did not let its rivals in on the exact scheduling of the 12-hour mini-series-except to say that it would not air on Saturday, Sept. 9 tne announcement sent the brass at CBS and NBC back to ilie drawing boards. It obviously wouldn't do to have ABC corner the viewer market so close to the season premieres, for two very valid reasons. Habit being what it is, viewers spending a week with one network are apt to stay with that network in the days to follow, and, more importantly, they will have been exposed to a gigantic helping of the favored network's new season program promotions. ABC explained the Saturday break by citing a commitment to a college football game.

But as it is expected that "Roots" will this time be aired in two three-hour and three two-hour segments this is a questionable excuse. More likely, although the game might be expected to end well before 9 p.m., ABC doesn't want to buck the formidable Sept. 9 competition from the "Miss America Pageant" that starts at 10 o'clock on NBC. Be this as it may, both rival networks have come up with counter measures. NBC's are most extensive.

It has just announced a Sept. 5-10 "Sneak Preview a Sept. 11-17 "Warmup and a Sept. 18-24 "Premiere Week." Against "Roots" it has scheduled such specials as "Little Mo," a TV-movie about tennis great Maureen Connolly, starring Glynnis O'Connor, Michael Learned, Anne Baxter and Martin Milner, among others (Sept. 5); and a Joe Namath Special and "The Eddie Capra Mysteries," a sneak preview of a most promising new whodunit series with Vince Baggetta (Sept.

6). Also, on Sept. 7, there will be previews of new series, "Grandpa Goes to Washington," with Jack Al-bertson, and "Lifeline," a non-fiction medical series dealing with the professional and private lives of doctors in different parts of the country. On Friday, the eighth, a Bay City Rollers special and "Dick Clark and a Cast of Thousands" fill the evening. And, on Sunday, "World of Disney" enters with a sneak preview, "Donald Duck Quacks Up," followed by a preview of "Sword of Justice," with Dack Rambo starring as a wealthy playboy.

The prime time debut of "Weekend" is set 10-11 Sunday night. CBS' counter programming is less extensive, as Radio Highlights (BJXSM News 6:30 P.M. Muir ESI ESI rAi 2M EJI Ej the network plans to stick tairly closely to its announced schedule. However, it has set a new made-for-TV movie, "Happily Ever After," against the "Roots" opener. It stars Suzanne Somers of "Three's Company" fame. And on Sept. 8 CBS will present a preview of "Paper Chase," its new series based on the feature film, and a rerun of "Something for Joey," a highly rated TV movie.

Of course, countering "Roots" is no mean trick, as the firstrun proved. But there's no harm in trying. More Briefly: Channel 53 will carry the 24 Penguin away games. It will also carry the Stanley Cup games. The station will be the local outlet for the Aug.

26 NFL game between the L.A. Rams and the Oakland Raiders. Then, too, WPGH-TV has just announced a new sports show, for Fridays at starting Sept. 15. Stan Savran, of WWSW, and former Steeler Ray Mansfield will be featured, along with Moorefield Mutz, in "Points, Picks and Predictions." WQED-TV's (and PBS') "Previn and the Pittsburgh" has been renewed for third season, thanks to underwriting by Alcoa "For You Black Woman," carried here on Channel 53, will shoot eight episodes in Africa this fall for the 1978-79 season.

NBC will air "Canine Hall of Fame," with Joe Garagiola as host, on Sept. 12, from 8-9 p.m. 20th Century-Fox TV has set the starting date for its comedy workshop back to Aug. 21 a delay of two weeks-after receiving nearly 4,000 scripts from would-be TV comedy writers. Only 10 will make the final cut.

The Pat Boone family-Pat, Shirley, Debby, Cherry, Lindy and Laury-has signed a long-term agreement with ABC to star in two holiday specials-with an eye toward a weekly series. The specials will be telecast during the Thanksgiving and Easter seasons. Jayne Kennedy, a 26-year-old actress with a flock of TV series guest star credits, replaces Phyllis George on CBS' "The NFL Today" show aired during the football season. hrs. Movies 4 p.m.
