J. OBITUARIES I. Budway, distinguished soloist on lute Joseph Budway, 78, of Brookline, a renowned Lebanese musician, died of cancer Sunday in West Penn Hospital. expertise and mastery of the a Middle Eastern lute, distinguished him as one of the finest soloists in North America. His artistry was enjoyed by the Arabic community for more than 60 years and he was asked to perform before King Faisal of Saudia Arabia in Washington, D.C., in the late 1960s.

In 1979, the Pittsburgh ArabAmerican community held a testimonial to Mr. Budway for his contributions to preserving the culture and the music of the Middle East. He was known locally for his performances at the Mediterranean Restaurant in the South Hills from 1969 to 1980. Mr. Budway arrived in Pittsburgh from his native Lebanon at the age of 12 with his mother and brother and lived in the city for most of his life.

His musical career took him to engagements in New York; Washington, D.C.; Miami; and, more recently, Philadelphia. Mr. Budway was a member of Our Lady of Victory Maronite Church in Brookline. He is survived by his wife, Wadad; two daughters, Diane Kuzma of Munhall and Norma Borik of Brookline; and three brothers, Albert of Brookline, Leo of Point Breeze and Raymond of Brookline. Pittsburgh jazz singer Maureen Budway is his niece.

John A. Grant, 64, Beaver County engineer and wildlife conservationist, died of a heart attack Sunday in his summer home in Crawford County. Mr. Grant, of Rochester, was a former Beaver councilman. He worked for Michael Baker Corp.

for 29 years before entering county employment in 1983. He attended Geneva College and the University of Pittsburgh. He was a member of state and county professional engineer associations, Ducks Unlimited, James Lodge 457 in Beaver and the New Castle Consistory. Mr. Grant had been an officer with the Beaver County Humane Society and a founding member of the Beaver Area Jaycees.

He served in the Navy during World War II. During the Ashland Oil Inc. spill the Monongahela and Ohio rivers in 1985. Mr. Grant set up a hospital for five days to treat oil-slicked fowl and other wildlife.

Surviving are his wife, Phyllis CCAC seeking consultant to oversee 10-year plan By Carmen J. Lee Post-Gazette Staff Writer Community College of Allegheny County trustees agreed yesterday to begin a nationwide search for a consultant to oversee and guide the school's long-range plan. The consultant will be paid no more than $100,000, according to the measure approved. College officials said they hoped to select a consultant by the end of the year. The trustees last month approved the 10-year plan, which is designed to create more specialized courses and provide building and program expansion to accommodate a growing enrollment.

The plan also calls for the establishment of a Center for Professional Development in the Union Trust Building, Downtown. David Lewis, a member of the board's plant and site committee, said that while college staff had developed projections for enrollment, programs and equipment for the master plan, they needed a consultant to help coordinate these estimates with anticipated space needs in building, landscaping and parking. Bob Hamilton, director of facilities at CCAC, said buildings at the South, North Side and Boyce campuses were constructed based on an estimated enrollment at each campus of 2,000 full-time equivalent students, which is based on a calculation of full- and part-time student enrollment. Enrollment is almost four times that, he said. School officials also announced efforts to start a technical preparation program Tech Prep next fall in conjunction with local school districts and businesses.

Under the plan, students would begin studying fields such as computer programming and electronics in high school, complete the courses at the college and enter the work force upon graduation. The Pittsburgh School District has agreed to participate in the program. College spokesman David Egan said the program would involve determining what type of technical expertise was needed by local businesses. Education board rebuked at Hill District meeting By Regis M. Stefanik Post-Gazette Staff Writer The Hill District won't become a better community until the Board of Public Education becomes more responsive to the community's needs, a former board member said last night.

City Councilman Jake Milliones, a former city school director, said, "We know how to educate Black American children, but the board of education is not serious about it. "Programs were cut out of the budget and there has been no significant increase in the number of Black American teachers. Parents have to become more politically involved," said Milliones before the Mayor's Commission on Families town meeting in the Calvary Baptist Church in the Hill District. But school board Vice President Jean Fink disagreed. "I don't know of any programs that have been cut out of the budget that would take away from the education of black children," said Fink, when contacted after the meeting.

(AP) A 13- year-old leukemia victim whose father waged an unsuccessful legal battle for a potentially life-saving bone marrow transplant died yesterday, a spokesman said.

IN BRIEF Latrobe man suspect in rapes State police in Westmoreland County said yesterday that they suspected that a Latrobe man committed two rapes and five indecent assaults that occurred throughout the county in 1989. Matthew Joseph Matteo, 22, was arrested Sunday evening by Clarion police on suspicion of a theft that occurred that day. Information was developed that linked Matteo to the other incidents, state police said. Police from the areas where the rapes and assaults occurred will meet today with District Attorney John Driscoll to discuss the possibility of filing additional criminal charges. State police said the rapes and assaults in which Matteo is suspected involved women working alone in small businesses.

Officers said the assaults occurred at about the time the businesses were closing. Body found in fire rubble The body of a Fayette County man was discovered in the rubble of a fire that destroyed a two-story building in German Township early yesterday, state police in Uniontown said. Fayette County Coroner Phillip Reilly last night tentatively identified the victim as Michael Osgood, 28, who lived on the second floor of the building in the village of Adah. The fire was reported at 4:29 a.m. and Osgood's body was discovered at 10:50 a.m., police said.

He died of carbon monoxide poisoning, Reilly said. 2-mill tax boost faced Property owners in Beaver Borough could face a 2-mill tax increase in 1991 to pay for a new fire station under a preliminary $1.48 million budget recently approved by council. The child's father, Tamas Bosze, sought a landmark court ruling to force Nancy Curran his former girlfriend and the mother of JeanPierre's 3-year-old half-siblings to have the twins tested as possible bone marrow donors. Curran opposed testing the twins, saying the transplant procedure would be too painful. In September, the Illinois Supreme Court affirmed a lower court's ruling in favor of Curran. A motion for the Illinois Supreme Court to reconsider its decision was pending.

Checks stolen, forged Economy police are investigating the forging of four checks totaling $29,500 that were stolen from the Pittsburgh Firefighters Federal Credit Union in Elliott. The four blank checks stolen from the front counter of the credit union were endorsed with the name of Bland Givens of Mars, whose firm has cleaned the offices for about seven months, police reported. The checks included the forged signature of credit union assistant treasurer Karen Harris, police said. Economy Policeman Mark Burton said no arrest warrants had been issued. 32.93 Collapse of floor kills workman A worker for a Penn Hills demolition company was killed yesterday when a part of the third floor of the former May Stern Co. building collapsed at 3 p.m. at 700 River North Side, the Allegheny County coroner reported. Gerald Beckowicz, 37, of North Second Street, Clairton, was pronounced dead at the scene at 3:09 p.m., said a spokesman for the coroner. Beckowicz, a burner for the Noralco was cutting beams on the second floor of a corner of a building that had been an addition to the Stern structure, city homicide detectives said.

When the third floor did not fall down as planned, Beckowicz went back inside and struck the beams with a sledge hammer. Hea was preparing to use the torch again when the third floor collapsed on top of him, police said. Transplant girl readmitted at Children's Tracey Gonzales, 3, who a liver and intestines in an transplant operation at Hospital July 23, was re-admitted the hospital Sunday night bout of diarrhea.
