Budway, distinguished soloist on lute Joseph Budway, 78, of Brookline, a renowned Lebanese musician, died of cancer Sunday in West Penn Hospital.

His expertise and mastery of the oud, a Middle Eastern lute, distinguished him as one of the finest soloists in North America. His artistry was enjoyed by the Arabic community for more than 60 years and he was asked to perform before King Faisal of Saudia Arabia in Washington, DC, in the late 1960s. In 1979, the Pittsburgh Arab-American community held a testimonial to Mr. Budway for his contributions to preserving the culture and the music of the Middle East. He was known locally for his performances at the Mediterranean Restaurant in the South Hills from ,1969 to 1980.

Mr. Budway arrived in Pittsburgh from his native Lebanon at the age of 12 with his mother and brother and lived in the city for most of his life. His musical career took him to extended engagements in New York; Washington, DC; Miami; and, more recently, Philadelphia. Mr. Budway was a member of Our Lady of Victory Maronite Church in Brookline.

He is survived by his wife, Wadad; two daughters, Diane Kuzma of Jean-Pierre Bosze, of suburban Hoffman Estates, died yesterday morning, said Edward Jordan, the Bosze family attorney. The child's father, Tamas Bosze, sought a landmark court ruling to force Nancy Curran his former girlfriend and the mother of Jean-Pierre's 3-year-old half-siblings to have the twins tested as possible bone marrow donors. Curran opposed testing the twins, saying the transplant procedure would be too painful. In September, the Illinois Supreme Court affirmed a lower court's ruling in favor of Curran. A motion for the Illinois Supreme Court to reconsider its decision was pending.

Richlin, 70, an Oscar-winning screenwriter of "Pillow Talk" who helped create the clumsy Inspector Clouseau of "The Pink Panther" series, of cancer Tuesday in St. John's Hospital and Health Center in Santa Monica, Calif. Gen. Sun Li-jen, 91, a Nationalist Chinese war hero who was accused of trying to topple President Chiang Kai-shek, of pneumonia and sepsis yesterday in Taichung, in central Taiwan, hospital officials said.

In 1955, six years after the Nationalists lost a civil war to Communist forces and retreated to Taiwan, he and other officers were accused of plotting to overthrow Chiang. Boy dies of leukemia after legal fight lost PARK RIDGE, 111. (AP) A 13-year-old leukemia victim whose father waged an unsuccessful legal battle for a potentially life-saving bone marrow transplant died yesterday, a spokesman said. Munhall and Norma Borik of Brookline; and three brothers, Albert of Brookline, Leo of Point Breeze and Raymond of Brookline. Pittsburgh jazz singer Maureen Budway is his niece. John A. Grant John A. Grant, 64, Beaver County engineer and wildlife conservationist, died of a heart attack Sunday in his summer home in Crawford County. Mr. Grant, of Rochester, was a former Beaver councilman.

He worked for Michael Baker Corp. for 29 years before entering county employment in 1983. He attended Geneva College and the University of Pittsburgh. He was a member of state and county professional engineer associations, Ducks Unlimited, St. James Lodge 457 in Beaver and the New Castle Consistory.

Mr. Grant had been an officer with the Beaver County Humane Society and a founding member of the Beaver Area Jaycees. He served in the Navy during World War II. During the Ashland Oil Inc. spill in the Monongahela and Ohio rivers in 1985, Mr.

Grant set up a hospital for five days to treat oil-slicked fowl and other wildlife. Lee Post-Gazette Staff Writer Community College of Allegheny County trustees agreed yesterday to begin a nationwide search for a consultant to oversee and guide the school's long-range plan. The consultant will be paid no more than $100,000, according to the measure approved.

College officials said they hoped to select a consultant by the end of the year. The trustees last month approved the 10-year plan, which is designed to create more specialized courses and provide building and program expansion to accommodate a growing enrollment. The plan also calls for the establishment of a Center for Professional Development in the Union Trust Building, Downtown. David Lewis, a member of the board's plant and site committee, said that while college staff had developed projections for enrollment, programs and equipment for the master plan, they needed a consultant to help coordinate these estimates with anticipated space Almanac Since 1874. Education board rebuked at Hill District meeting Pair arrested in drugs A Monroeville pair has been arrested on drug charges after authorities arranged a meeting in West Virginia with people they said were their suppliers, a state police spokesman said yesterday. They were being held yesterday on $250,000 bond each in the Kanawha County Jail in Charleston, W.Va., authorities said. Zoning for tower denied City zoning officials have refused to allow Bentleyville Telephone Co. of Washington County to erect a 400-foot communications tower on Mount Washington. The Zoning Board of Adjustment said such a tower at 106 Bailey Ave. would be "contrary to the public interest" and would constitute a potential danger to nearby houses and residents.

The company had wanted the board to grant a variance for the property, now zoned for multifamily residential uses. Mount Washington residents and City Council members Michelle Madoff and Eugene Ric-ciardi had opposed the tower at a hearing in September. Checks stolen, forged Economy police are investigating the forging of four checks totaling $29,500 that were stolen from the Pittsburgh Firefighters Federal Credit Union in Elliott. The four blank checks stolen from the front counter of the credit union were endorsed with the name of Bland Giv-ens of Mars, whose firm has cleaned the offices for about seven months, police reported. The checks included the forged signature of credit union assistant treasurer Karen Harris, police said.

Economy Policeman Mark Burton said no arrest warrants had been issued. Minority business post Mayor Masloff has appointed community activist Jeffrey K. Thomas to the city's Minority Business Enterprise Committee. Thomas, 32, of the North Side, is local president of the Jobs With Peace Campaign, a national organization aimed at redirecting military spending to social programs. He is also project coordinator for the Westside Community Development which oversees economic and social development programs for the Fairywood neighborhood.

Matthew Joseph Matteo, 22, was arrested Sunday evening by Clarion police on suspicion of a theft that occurred that day. Information was developed that linked Matteo to the other incidents, state police said. Police from the areas where the rapes and assaults occurred will meet today with District Attorney John Driscoll to discuss the possibility of filing additional criminal charges.

State police said the rapes and assaults in which Matteo is suspected involved women working alone in small businesses. Body found in fire rubble The body of a Fayette County man was discovered in the rubble of a fire that destroyed a two-story building in German Township early yesterday, state police in Union-town said. Fayette County Coroner Phillip Reilly last night tentatively identified the victim as Michael Osgood, 28, who lived on the second floor of the building in the village of Adah. The fire was reported at 4:29 a.m.
