Bell, 22, of Philadelphia, was sentenced yesterday to one to 23 months in prison after pleading guilty to rioting and assaulting guards at the State Correctional Institution at Greensburg, where he is serving a 6-to-10-year term tor roDoery. ueii was one oi eight inmates accused of fighting Nov. 11.

Eight guards were injured as they tried to break up the fight between prisoners from Philadephia and Pittsburgh, according to state police. Five other prisoners have been accused of similar charges. Irte ODITUARIZS Donald Bell, was Thrift Drug vice president Donald Bell, 60, retired vice president and director of public and professional affairs for the Thrift Drug died of a heart attack yesterday in Allegheny General Hospital. Mr.

Bell of Club House Drive, Franklin Park, worked for Thrift Drug for 33 years before retiring in February. He was president of his class at Duquesne University's School of Pharmacy, graduating in 1957. He served with the Army during the Korean War. Mr. Bell was a member of the state Board of Pharmacy, the National Association of Chain Drug Stores, the board of directors of the Juvenile Diabetes Foundation, the Perry-Ionic Lodge, and the Highland Country Club and served on the board of trustees of St.

Barnabas Nursing Home. Surviving are his wife, Jean Hay-ton Bell; two sons, Donald M. and Douglas both of Franklin Park; two daughters, Donna Jean Cover of Marshall and Judith Ann Mervic of Ross; a brother, Russell E. of Pittsburgh; and five grandchildren. Sayre Scheiner Sayre Scheiner, 71, longtime owner of Scheiner's Scrap Yard in Mc-Keesport, died of heart failure Monday in Allegheny General Hospital. Mr. Scheiner of Emerson Street, Shadyside, a World War II veteran, was a leader in many civic causes in McKeesport. He was a member of Temple B'Nai Israel in McKeesport.

Surviving are his wife, Edith Ap-pelbaum Scheiner; a daughter, Harriet Scheiner of Pittsburgh; two sons, Samuel Scheiner of Dekalb, 111., and Avram Scheiner of Cleveland; and a granddaughter. Evans Tom H. Evans, 69, an assistant at Ralph Schugar Inc. funeral home, died of cardiorespiratory arrest Monday at St. Joseph Nursing and Health Care Center, Garfield. Mr.

Evans, of Cedarville Street, Bloomfield, was an assistant at the Shadyside funeral home for about 20 years. He was a lifelong resident of Pittsburgh. A veteran of World War II, Mr. Evans was a member of the American Legion Post 5, Veterans of Foreign Wars Post 278, the Bloom-field Moose lodge and the German Singing Society of Bloomfield. Surviving are his wife, Patricia Evans; two daughters, Maureen Johnson of Oakmont and Patricia Evans of West Mifflin; five sons, Thomas of Bloomfield, David of the state of California, Robert of the North Side and Daniel and Donald, both of Pittsburgh; his father, Dr.

William H. Evans of St. Petersburg, six sisters, Ruth Schowerer of Florida, Marion Funk, Mercedes Collins, Hearty Fritz, Lorraine Evans and Carrol Keppel, all of Pittsburgh; six brothers, William H. Shadyside Hospital wing Shadyside Hospital officials will break ground at 9 a.m today for a $100 million, 3-year expansion project that includes a new wing, a seven-story office building and garage and an addition to the hospital's main building on Centre Avenue.

Officials say the hospital needs the space to accommodate its medical staff, which is growing by about 25 doctors a year. Lester Jackson, 37, of Waring Court, died yesterday at Presbyterian-University Hospital of a head injury, the coroner's office said. It has listed the manner of Jackson's death as undetermined. Homicide detectives are investi Clear gating the incident. "Anytime there is an unexplained, sudden death like this, we investigate," said Sgt.

John O'Connor of the Homicide Squad. According to police, Jackson was in the back seat of a moving car when he opened the door at Monticel-lo and Sterrett streets and jumped out, hitting his head. The car did not stop, police said. Jackson and his wife, Linda, who lives on Frankstown Avenue Homewood, had gotten into the back seat of the car, police learned. There was a driver and another passenger in the front seat.

Police believe that Jackson was being taken to talk with a man to whom he owed money in a drug transaction, but that he and his wife were not forced into the car. While en route, Linda Jackson got out when the car stopped at a traffic light A short while later, Jackson jumped out, police said. Lee Post-Gazette Staff Writer The solicitor of the Allegheny County Sanitary Authority is trying to determine whether a former member of the state Ethics Commission received almost $40,000 in undocumented payments from the authority.

Chairman Ira Weiss told the Alcosan board yesterday that he had asked solicitor Regan Nerone to investigate whether James E. "Hooks" Farrell, who resigned from the Ethics Commission in May, received the payments during a previous Alcosan administration. If so, he said, Nerone is to determine whether the board can take any legal action to recover the money. Weiss said his action was the result of newspaper reports that Farrell had received the payments in the mid-1980s, but added that there were no invoices to document them. "The authority needs to know: Were the payments made? Whether at one time there was documentation that was later lost Were services given?" Weiss said after last night's board meeting.

"There is no documentation, and most of the board was not here during that time) He said Nerone had been investigating the matter for a couple of weeks. Weiss said his request had nothing to do with the Ethics Commission's decision, by a 3-2 vote, in April to clear former Alcosan Executive Director James E. Creehan of charges that he violated the state ethics law while he was director. Clifton Road detour The Pennsylvania Department of Transportation has announced that reconstruction of Clifton Road in Bethel Park will begin at 9 a.m. today.

A 900-foot section of Clifton at the intersection of McMurray Road will be closed until late August The posted detour is Clifton Road to state Route 88, to South Park Road, to McMurray Road. C.H.&D. Enterprises of New Stanton is the contractor on the $413,494 project to remove a railroad overpass and reconstruct and realign the intersection of Clifton Road and Washington School Road. Farrell cast the swing vote in the decision and came under fire when it was revealed that he had voted in the case even though he had received consultant fees from Alcosan and was Creehan's longtime friend. Creehan was accused of using his influence with city officials to buy city-owned land along Arlington Avenue.

He also was charged with improperly accepting a $10,000 loan from a landscape architect who did work for Alcosan and was an investor with Creehan in a Mount Washington condominium. The Ethics Commission cleared Creehan of any wrongdoing in these cases. Weiss said possible legal action might not be against Farrell. He said the board would consider "whatever options, if any," it could take. He did not elaborate.

In other business, the board asked Nerone to prepare a legal agreement for the acquisition of the Saw Mill Run sewer that runs from Carson Street in Pittsburgh to Washington Junction in Bethel Park. The board had agreed in May to take control of the sewer line from Pittsburgh, Castle Shannon and Bethel Park. Weiss also said last night that the authority had closed an arrangement on June 1 to refinance $61 million from its 1986 $106 million bond issue. The cost of the refinancing, including $500,000 in insurance, was $1.4 million. Some of the money from the refinancing will be used to provide money for taking over the Saw Mill Run sewer line.

25-year sentence for rug thief still stands Crack sales charged An Aliquippa service station attendant was charged yesterday with selling crystallized cocaine, known as crack, to customers while on the job. Beaver County detectives, aided by state police, arrested Jimmie L. Lay, 46, of Superior Avenue, at a Pennzoil station at 1360 Kennedy Blvd. He was charged with possession of illegal drugs and intent to deliver. Chief county Detective David Matthews said undercover officers from his and state police offices have bought "two bucks of gas and two 'rocks' from Lay.

A preliminary bearing for Lay has not yet been scheduled. LOTTERY Bettors will have an opportunity to win a state lotto record of $19 million Friday because players failed to pick all six winning numbers in yesterday's drawing. They will have a shot at an even bigger jackpot today, when the Super 7 will be worth at least $20 million. Yesterday's drawing for the twice-weekly Wild Card Lotto was the eighth without a winner. The previous record lotto jackpot was $18.1 million for a Sept 2, 1983, drawing in the Pennsylvania Lotto, a predecessor of the current game.

The Super 7 game for April 26 produced the largest jackpot in North American history 1 and testified against his co-conspirator Iradj Chiani, 43, a Mt Lebanon rug dealer who was selling the stolen carpets. Chiani was sentenced to 21 years probation and ordered to pay $21,000 to five homeowners for the loss of their rugs. The state Superior Court upheld the sentence yesterday of Tracey E. Phillips, 24, of Garfield, who is serving a 25-to-145-year sentence for stealing jewelry, silverware and Oriental rugs in a series of house burglaries in Squirrel Hill.

In his appeal, Phillips contended that the sentence imposed by Common Pleas Judge Robert E. Dauer was excessive because he was young, addicted to drugs and alcohol and because his crimes were non-violent The appellate court said Dauer did not abuse his discretion.
