Kenneth Evans Post-Gazette Staff Writer A former cashier in the city treasurer's office was charged by city police yesterday in connection with the misuse of $6,357 in taxpayers' money. Raymond Gottron, 29, of 3433 Clearfield Sheraden, was charged with nine counts of misapplication of entrusted property or property of government or financial institutions. Gottron was suspended without pay April 19, then fired July 31 after officials began investigating allegations that he had taken money collected from real estate taxes.

Gottron surrendered to city detectives yesterday morning. He was released on $5,000 bond. Police said Gottron began taking the money on Sept. 17, 1984, but it was not discovered until a taxpayer, who paid his yearly taxes of $525.33 on Jan. 7, complained he had received a bill for $134.01 for his second-quarter tax payment, according to the arrest warrant.

The taxpayer had a receipt for his Siayment, out an audit showed only a irst quarter payment recorded or validated on March 19. Gottron admitted to his superiors that he made out the second-quarter bill and that he called the taxpayer to tell him to ignore the bill. David Onorato, Gottron's supervisor, told police that the cashier asked him to void a $525.33 payment, explaining it had been recorded by mistake. Onorato agreed to void the transaction, the warrant states. All voids must be authorized by a supervisor, but an audit of Gottron's work turned up several voided transactions that were not authorized.

The audit also found several quar-. terly payments recorded 2V4 to six weeks after the original transaction had been voided. Of the $6,357 taken, $3,681 had been paid back in quarterly payments. Another $2,675 is still missing, the warrant indicates. One of the voided transactions was for $694.17 a taxpayer claimed to have paid for her yearly tax.

In February, the taxpayer said she never received a receipt for her payment, according to the When Gottron was confronted with the unauthorized void, he told superiors he mistakenly gave the taxpayer both copies of the bill and didn't know whose account to credit He then handed his superiors a sealed envelope containing $694.17 he had in his desk drawer. After the funeral yesterday, Lowery made some comments on Presi- A police honor guard and some 800 mourners attended the funeral of Matthew Moore here yesterday to show their respect for his lifelong fight for civil rights. Mr. Moore, 63, died Friday in Montgomery, while attending the 20th annual conference of the Southern Christian Leadership Conference, founded by the late Rev. Martin Luther King Jr. Joseph Lowery, the president of SCLC, was one of the speakers at Moore's funeral service in Bethel AME Church, Hill District.

"Moore knew the struggle for racial justice was a moral and religious question. He knew the struggle wasn't over," Lowery said. By Charles Lynch Post-Gazette Staff Writer Dick Dwyer is one of three city policemen who enjoy the river all summer long on houseboats moored on the north shore of the Ohio River, two miles from the point. Having them there has given owners of other craft docked at the Branchport Boat Club a secure feeling, especially in the wake of a rash of reported thefts and burglaries of craft docked on all three rivers. At least one attempt to steal a boat there was thwarted last Sunday by Dwyer, who works at the South Side station.

Dwyer, who had risen at 8:30 a.m., looked out a window and saw a boat drifting past the 42-foot houseboat he, his wife, two sons and a dog call home all summer. er said he knew the man was telling the truth, and he went into the water to pull the foundering man ashore. "And adding insult to injury," Dwyer said indignantly, "he starts fighting me when we reached land." Dwyer arrested the man, identified as Darnell Matthews, 28, with no known address other than Manchester, North Side. He was charged with simple assault, resisting arrest, possession of an instrument of crime and two counts of theft. Dwyer said tarps on other boats had been cut.

According to police Matthews has served time in prison for a 1976 robbery conviction. Dwyer said he believes Matthews set the boat adrift, intending to steal another boat and then pick up the drifter downriver. "The boat's tarp was pulled back, I couldn't see anyone on board and the boat's lines were trailing in the water," Dwyer recalled. "I knew something was wrong." The boat was a $22,000, 22-foot cruiser. Dwyer awakened his 15-year-old son, Rich, who dived into the water, retrieved a line and secured the drifting boat to a dock.

Dwyer looked up to where other boats were moored and saw a man duck his head under a tarp at a secured boat Wayne Jones, the club's dockmas-ter, and Dwyer headed towards him. Lebovitz, 61, of 1000 Grand-view Mount Washington, was founder of Scoop and Foxmoor stores in malls in the district. He was born in Pitcairn. Friends affectionaly called him "Mr. Scoop" or "Mr. He was a veteran of World War II and a member of the National Retail Merchants Association.

Surviving are his wife, Dorly Zach Lebovitz; two sons, James of New York City and Richard of Denver, two daughters, Barbara Kaufman and Claudia Kaufman, both of Pittsburgh; two brothers and a sister. Services will be held at 1 p.m. today in Ralph Schugar Chapel, 5509 Centre Shadyside. Visitation will be one hour before the service. Markovitz gets judgeship nod Pittsburgh lawyer Bernard Markovitz, 46, has been recommended by the Judicial Council of the 3rd U.S. Circuit Court of Appeals to fill a vacant judgeship on the U.S. Bankruptcy Court. The council, comprised of all active circuit judges plus the chief U.S.

District judges in the circuit, selected him Tuesday after interviewing five candidates recommended by a search committee headed by U.S. District Judge Donald E. Ziegler. Twenty-six Western Pennsylvania lawyers sought the 14-year appointment held by Bankruptcy Judge Gerald K. Gibson until his June 12 death.

The post now carries an annual salary of $68,400. Markovitz, of McCandless, still must undergo a background check by the FBI. The final appointment is made by the appeals court. Markovitz, a partner in the Mar-kovits Vitti law firm, would not comment yesterday, saying he has not been officially notified. He has been in private practice for 20 years, specializing in real estate and bankruptcy law.

Mr. Bauerschmidt, of Lincoln Borough, was fatally injured when his rig and a van collided about 9:50 p.m. near the Westmoreland-Somerset border. He was a driver for Matlack Inc. of Neville Island.

Sister J. Paul Shade Sister Jeanne Paul Shade, 79, who taught in the elementary schools of the dioceses of Pittsburgh, Greens-burg and Altoona-Johnstown, died Thursday in the motherhouse infirmary of the Sisters of St. Joseph in Baden.
