"The key thing is working with people," said Wrobel, who will be sworn in as a county detective "I've been in law enforcement a long time. I think I can help work with the departments, the organizations to help the offlcers'oh the street. "This'is progress inthe county for law enforcement in general, and it makes me feel good.

We won't be able to do everything everybody wants, but this opens up the lines of communication." Wrobel said he expected that his first order of business would be to travel the county to meet with chiefs and representatives of police organizations to explain the program and discuss their needs. Among Wrobel's first major projects will be work toward Zappala's goal of providing police cruiser video cameras to every department that wants them. Last month, Zappala presented a check for $1 1,000 to the Swissvale police department to buy two such cameras. Zappala said videotaped evidence would make it easier to prosecute the more than 4,000 traffic-related cases the county handles each year, shrinking the number of people who go to trial and the number of lawsuits filed against police. Count North Braddock police Chief Henry Wiehagen among those excited by Zappala's plans and the establishment of a liaison officer.

Wiehagen, president of FOP Lodge 91, said such a program was unprecedented in his 32 years in law enforcement. Lodge 91 represents 1,700 municipal, county and Port Authority officers, county detectives and sheriff's deputies. "It sets up a dialogue, it opens the lines of communication," Wiehagen said. "I think it's an excellent idea to have a liaison to see what are the needs of the community for providing public safety. "That's not saying we're going to get everything, but at least we're going to have somebody come out and discuss our problems.

That's never happened before. And Chester is the man for the job. "Everybody's saying this is long overdue. It's new, but I see only positive things from this. It can't hurt." Wrobel said he would be involved in the operation of four county booking centers expected to be open by the end of the year.

Under a plan that had its genesis in discus- handled more efficiently, Zappala said. Asit now stands, the first time the district attorney's office usually sees a case is, at best, 10 days after an arrest when a preliminary hearing is held before a district justice. And then, if the case is held for court, the paperwork from the district justice usually takes another 45 days before the district attorney's office gets and assigns it to an assistant district attorney for trial. But because everything is to be computerized under the planned system, it will be possible to access cases in the district attorney's office almost immediately. Zappala said that would enable his office to make decisions before preliminary hearings if cases should be disposed of at the district justice level.

"We should be able to take 8,000 cases out of the courthouse," Zappala said. Moreover, the quickness of the system will allow Zappala's staff to more quickly evaluate what needs to be done on serious cases, especially determining whether there should be further investigations by his detectives or those from the filing police departments. Getting a case when it is fresh also will help guard against destroyed evidence, he said. town, for booking and arraignment, a process that can take two officers out of service for hours to complete the round trip and sometimes requires municipalities to pay overtime.
