NORMAN LEAR'S latest contribution to series TV arrives on the screen tonight and, it seems safe to predict, will stake a claim to the time period (Channel 2) for several seasons to come. It is called "One Day at a Time." It Is about a divorced mother trying to raise two teen-aged daughters In an apartment in Indianapolis, of all places. It Is very funny the pilot is, at any rate and very Learian. That is, it is very up-to-date very much In tune with the times. MOM IS a 34-year-old Avon Lady with a 26-year-old boyfriend, who is also the attorney who obtained her divorce.

Actually, as he explains, there isn't "more than a few months difference in age" between them, "because I'm almost 27, you're just 34 and women live all those years longer than men anyway. With any luck we could die together." Then there is swinging, married building superintendant who observes that Mom is "a woman of the divorced persuasion. So go ahead and use me To which she replies: "Go spread it on the lawn." In the opener the older daughter poses a problem. She wants permission to go on an unchaperoned hiking trip with five friends three of whom are male. When Mom says no dice despite the fact that her daughter assures her "these boys are mature.

They're seniors" daughter dear asks if her mother thinks she should wear a chastity belt. "If they're having a sale on get one," is Mom's reply. BONNIE FRANKLIN, a Broadway actress with TV credits in the made-for-the-tube-movie, "The Law" and "Broadway," with Gwen Verdon, plays Mom. Richard Masur, who came close to stealing a "Rhoda" episode a couple of weeks ago, is cast as the lawyer-suitor. They are both excellent, as Is the best known member of the cast, Pat Harrington, as the man "the ladies don't call super for nothing." MacKenzie Phillips and Valerie Bertinelli are, respectively, the older and younger daughters.

They'll take some getting used tccspecially Miss Phillips. MORE BRIEFLY: Ed Mullen has a fun thing going on the Channel 4 news. Starting last Sunday night, he is locating and pricing all of the items mentioned in "The Twelve Days of Christmas." He started, logically, with a tree $250 and a partridge, located at the aviary, $25. On the subject of newscasts, Evonne Forsten did a top-flight job filling in at the anchor position for vacationing Dennis Holly on Channel 2 Sunday. 8- 30 p. m. -Welcome Back, Kotter. "Arrive-derci' Arnold." The series has hit its stride by now and the show is becoming a weekly session of guaranteed fun. Tonight, student Horshack is promoted out of Kotter's class and he's miserable without his friends The ploys Kotter and his crew use to get Arnold Horshack back in their midst are very amus-ine and Ron Palillo's Horshack also scores.

9- 00 p.m. (2 i(H)-MASH. It's wheeling and dealing time, an Army preoccupation on this series, and the end result is amiable show. Radar is scrounging around for tomato' juice not btfoze -to please the palate of Colonel Potter. Though Major Frank Burns can requisition the stuff providing he gets a pair of nylons in exchange, the only man in camp with nylons is, of course, Klinger, a man with dreams of getting a pass to Seoul.

9:00 p. m. (ffi iCZ3 Police Woman. "Angela. The complex character of drug-dealing gangster Joseph Carbeau (guest star Joseph Campanella) is of particular interest tonight.
