The fact that we cross city lines is not, we feel, a matter for PIAA ruling as long as eligibility rules are otherwise maintained. The Pittsburgh Board of Public Education determines district boundaries for its schools. By the same token the Board of Catholic Education should have the right to determine its district boundaries.

These boundaries are designed to facilitate the administration of schools and not to facilitate the promotion of athletics. It is not, therefore, the business of the PIAA to determine the boundaries, nor is it fair for them to make such rulings as would there are arise from the special needs of the Catholic high school population and the number of scnools. "The Diocesan authorities determine the district from which any Catholic high school draws its students. Xo school is permitted to draw students from outside these areas, except in a specific case by executive order or permission. The districts of Central Catholic and North Catholic are territorially large and extend into some boroughs bordering the city.

However within those districts the available school population is limited first by the fact that they must be Catholics and second by educational achievement. It is more difficult to be admitted to Central or North than to any high school in the city. Under no circumstances may these schools of their own will accept students outside their district or A recent A. L.
