Mr. Perkins was a manager of Littie League and Pony League baseball teams in the area for over 20 years.

At the First Baptist Church of Bridgeville, he was a Deacon, a choir member, and the Sunday School Superintendent. He was a resident of Bridgeville and was 84 years of age. Mr. Perkins was the first Afro-American to be hired by the Columbia Gas Company and acted as an employment liaison from that time on. He was a former Grand Worthy Patron of the Masonic Lodge in Pittsburgh.

the results of the primary and ordered a special election between Brentley and Suber to coincide with the Nov. 2 general election. The appellate court rejected Brentley's arguments that Suber's petition had violated court procedures. It also found that McLean's decision was reasonable, noting that Brentley had not presented any rebuttal evidence in court. Supporters of Brentley have since said that they have found a number of the voters challenged by Suber's expert who had in fact voted.

Suber's attorney, however, says that his expert has identified a similar number of additional instances of apparently fraudulent votes. Brentley still has the option of asking the state Supreme Court to review the case. He could not immediately be reached for comment last night. In addition to issuing his initial ruling, McLean had instructed the elections division to refer voting irregularities to the district attorney's office. "This is a crime and it has to be reported," McLean said from the bench.

But in an interview yesterday, District Attorney Steven A. Zappala Jr. indicated that his office hadn't made any progress in investigating the case. Zappala said yesterday that he had been awaiting the result of the appeal. "Right now, there is no suspect," Zappala said, adding that his office did not conduct an investigation partly because the matter was thoroughly reviewed by McLean.

If his office decided to investigate that election, Zappala said, "I may need the assistance of the grand jury." Such an investigation would be labor intensive and require numerous interviews, Zappala said. Staff writer Marylynne Pitz contributed to this report. Jim Carnahan, the Penn Hills resident who released a variety of records about Pratt, said Pratt was quick to play the race card. Yesterday, candidate William Pratt 42, produced records showing that the 1998 county taxes on his house on Frankstown Road had been paid, contrary to the information that his political enemies had retrieved from a county computer. Carol Diven, a lien clerk in the county treasurer's office, said Pratt paid $434.70 in 1998 taxes last Thursday and $20 to have the tax lien removed. Pratt acknowledged that his 1998 taxes were late but insisted that last week's payment was for his 1999 taxes. He said county officials mixed up the records and applied the payment to the wrong bill. "He should have paid it earlier and it would not have been liened," said former Penn Hills Mayor Phyllis Kernick.

Carnahan released records showing that PNC Bank filed a mortgage foreclosure action against Pratt for a rental property he owns on Success Street on the North Side. The county's computer shows an unpaid sewer lien for $192.20 from 1996, but Pratt said that bill was owed by a renter and had been resolved. Yesterday, Pratt, who said he owned four rental properties, produced a letter from Robert R. Graff, a closing agent in Bethel Park, who said the refinancing of the North Side property "resulted in a mixup" that caused PNC Bank to initiate a mortgage foreclosure. "This matter will be clarified shortly," Graff wrote.

Carnahan released the records about Pratt after the Pittsburgh PostGazette endorsed Pratt in an editorial Tuesday. Pratt's opponent in the Nov. 2 election for county council, Democrat Rick Schwartz of Plum, said he had nothing to do with the effort. "I am pretty much just worried about my own campaign," Schwartz said yesterday. She delivered Meals on Wheels for the Henry Kaufmann Center, was a professional hair dresser, was known to many senior citizens.
