Turnpike's lawyer to leave Louis Martin, former executive director of the Pennsylvania Turnpike, has been reassigned from chief counsel to assistant chief counsel and is expected to leave the turnpike by the end of the year. Turnpike spokeswoman Kathy Liebler said the change was made "in keeping with the wishes of the new administration," i which resulted in Republican control of the five-member Turnpike Commission and the appointment of Executive Director John T. Durbin in April. Liebler said Martm would resign from the turnpike by year's end "for a career change." The Turnpike Commission also cut Mar tin's annual salary from $95,659 to had been the highest-paid member of the turnpike management.

Martin has been replaced as chief counsel by William A Chesnutt 62, who will be' paid an annual salary of $87,000. Lielber said Kevin Logenbach would tain his position as deputy chief counsel. The turnpike's legal depart-'-ment, which operates out of Harrisburg, y'f consists of 14 employees. row, the right lanes will be closed on the Parkway East bridge over Frasier Street Greenfield, to allow the Pennsylvania Department of Transportation to park a "snooper crane" truck, which engineers use to inspect under bridges. PennDOT next week plans to begin resurfacing the Route 51-Elizabeth Bridge, followed by an Interstate 579 Downtown ramp near the Civic Arena and the Route 910 overpass of Interstate 79 near Franklin Park.

The resurfacing, scheduled over a two-week period, is occurring a week later than originally announced. The work could be rescheduled because of weather. Also starting Monday, crews are to resurface four Route 88 intersections in Castle Shannon and Bethel Park Sixth Street Grove Road, Castle Shannon Boulevard and Connor Road. Work is to be done between 8 a.m. and 4 p.m.

Meetings set on beltway plan The latest plans and maps for the proposed 28-mile Southern Beltway will be dis-, played at three public meetings starting next week. "This is an opportunity for people to see and react to what's under consideration at this stage of the planning process" for the $700 million project said Len Oyler, Pennsylvania Turnpike's acting chief engineer for expansion projects. No formal presentations will be made, but engineers and consultants will be on hand to answer questions. The project has been divided into three sections that follow an east-west path mostly through Washington County, just south of the Allegheny County line Route 60 to Route 22, Route 22 to Interstate 79 and 1-79 gree in health administration from Long Island University. From 1989 until she retired in 1992, she was superintendent of the Summit Shock Incarceration Facility, a minimum-security prison in Summit, NY.

Motorist killed on Route 40 An out-of-state man was killed yesterday when he drove his vehicle underneath a dump truck on a two-lane section of Route 40 in Fayette County. Steven D. Zeider, 40, of Fort Wayne, was pronounced dead at the scene at 7 a.m. after firefighters cut away a portion of the vehicle to get to him. State police Trooper Robert J.

Ball said Raymond M. Bennett 33, of Salem, W.Va, was driving west on the road at 6:27 a.m., traveling about 10 mph. Zeider, who also was traveling west, ap- fiarently didn't see Bennett's dump truck in ront of him, and he ran his van underneath the truck. The vehicles locked together and traveled 74 feet before stopping, Ball said. Bennett was not injured.

Work starts on Parkway East Lane restrictions will be in effect on the Parkway East this weekend while workers replace light bulbs and inspect a bridge. From 7:30 to 11:30 a.m. today, the right westbound lane will be closed between Bates Street and the Fort Pitt Bridge to allow workers to change the bulbs in overhead lights. Then, the right eastbound lane will be closed from 11:30 a.m. to about 3 p.m.

City native gets promotion A Pittsburgh native and former prison warden will become the first woman general in New York's Army National Guard when she is promoted today to the rank of brigadier general. Rosetta Y. Burke, 58, of Latham, N.Y., will receive the single silver star marking her new rank in military ceremonies today in New York. Burke, who also will receive the administrative rank of assistant adjutant general, has been assigned to review and restructure medical services and train-ingoff ered by New York's National Guard. Burke joined the Army Nurse Corps in 1962 and served as chief nurse in several reserve units and military hospitals.

She joined the National Guard in 1993 and, before her promotion, supervised community service, youth and drug-prevention programs as director of community initiatives. The youngest of six children of a steel worker and a beautician, Burke was born in Pittsburgh and graduated from Langley High School in 1954. She earned a bachelors degree in nursing from Adelphi University, graduated from the Harlem Nursing School and received a master's de tlEVS DiOiST Teen faces charges in shooting death A Windgap youth faces a homicide charge in the August shooting of a woman who died this week. Pittsburgh police said they would charge Raphael A Gary, 17, with one count of homicide in the death of Elizabeth Turner, 25, of South Court in Broadhead Manor. Turner, who had been hospitalized since the Aug.

22 shooting, died at 1:50 a.m. Thursday in Allegheny General Hospital. Turner and Irene Kirk, 41, were shot in the bedroom of their apartment Turner was hit in the chest with a blast from the shotguniflrk was hit in the arm by a separate shot Her arm later was amputated. Gary and a 14-year-old youth, whose identity was not released, were charged with aggravated assault, conspiracy and firearms violations after the snooting. Both are being housed in the Shuman Detention Center.

Slain police officer honored Slain Pittsburgh police Sgt James "Rip" Taylor was honored last night by the Lin-com-Larimer-Lemington-Belmar Citizens Revitalization and Development Corp. during its annual recognition awards dinner. The dinner was dedicated to the memory and accomplishments of Taylor, who was shot to death with his own gun Sept 22 during a scuffle near his Lincoln-Lemington home.
