B-l "We've heard that several thousand dollars have been allotted to build separate entryways for the offices of the new supervisory principals, who are located in four different schools. Why are the separate entrances necessary? How much will they cost? In light of the tight budget situation in the district, how can this cost be justified?" Brennen, in her written response, and other school officials, in interviews, said the construction cost was included in the 1993 capital budget of $18.5 million. Capital budgets are funded primarily through short-term bonds and loans rather than property taxes. A small portion of the district's general budget, which is supported by taxes, is devoted every year toward paving off the debt.

A task force recommended that the principals be placed in the sections of the district they will supervise rather than at the central office in Oakland, the school officials said. The task force also said that the offices' entrances and conference areas should be separate so the supervisory principals would not be viewed as an extension of the schools. "No one wanted to see a close relationship between the supervisory principal and the school," Crawford said. "If any of the principals felt that the principal of the building where the offices were located' was going to get special treatment or get a closer evaluation, we would have section; Allderdice High School for the East section; and Brashear High School for the South section. The Pittsburgh Council on Public Education questioned the expenditure in the "Ask the Superintendent" column of its new publication, "Public Voices Public Schools." The nonprofit coalition of parents, educators and community leaders asked Superintendent Louise Brennen: problems." Ed Preskar, director of facilities for the school district, said the offices are being placed near existing entrances at each school, meaning only minor modifications, not major construction, will be needed.

In fact, said Preskar, the project entails a reconfiguration of existing space in each building, not additions. Some of the schools required more renovation than others to accommodate the offices, and the work on the four schools was bid as a package rather than individually. As a result, Preskar could not give a cost breakdown for each school. But in total, district spending on the project includes $203,212 for general construction; $20,900 for plumbing; $85,000 for heating and cooling systems; and $47,970 for electrical work. "Our buildings are changing constantly, and this is part of running a district where change is occurring," Crawford said.
