Dt's significant that Jane Alexander, new chairwoman of the National Endowment for the Arts, did not come to Pittsburgh last Friday to see The Carnegie, Heinz Hall or the Cultural Trust. She came to see what Bill Strickland, founding director, and others have done at the Manchester Craftsmen's Guild, North Side.

That's the combined arts and trades school that for 22 years eight in handsome headquarters designed by Tasso Katselas has been turning young people away from the streets toward productive lives in the arts, food industry and other fields. Alexander's visit to Manchester and earlier that morning to the Indiana County Arts Conference was only her second day-tour since taking office last month. The first was to the opening of a theater center in downtown Newark, N.J. It was not for nothing that Alexander was here. Strickland has been on an NEA panel for years.

And Rep. John Murtha (D-Johns-town) has helped develop the arts in his district. Alexander told a conference in Indiana that in the last fiscal year, the endowment invested more than $4.7 million in Pennsylvania. More than $800,000 went to the Pennsylvania Council on the Arts for program support, its Strategies for Success initiative and its technical assistance program for local arts agencies. "In nearby Pittsburgh," she said, "local tax revenues from the arts have increased from $7.9 million to $16.8 million in 1990 due to Pitts- burgh's dedication to revitalizing the Downtown cultural district.

The Pittsburgh Cultural District has had a definite positive impact on the economic health of Pittsburgh. Similar stories in cities from St. Louis to Baltimore also point to how the arts help revitalize our cities." She then cited the impact of federal arts funding on "our small towns: Whether it's an annual arts festival or a permanent institution, the arts mean jobs, an expanded tax base, increased tourism and contribute mightily to a community's self-image." She also sees that education in the arts extends to the disenfranchised. "Art becomes a source of hope for children in the inner city who can turn to teen centers structured around the arts instead of street corners and the temptation of drugs.
