That the Xenia Water Company shall have the privilege of constructing and maintaining and operating a system of water works in and near said City of Xenia, Ohio, the purpose of supplying water to said city for fire purposes, for sewer purposes for cisterns street squares, and all other purposes within the corporate limits thereof; and for the purpose of supplying the citizens of said corporation with charge: (a.) tor cleansing and flushing sewers, drains and gutters, under the direction of a proper authority of the city.
