Thornburgh idecries votes on judiciary By Bohdan Hodiak Post-Gazette Staff Writer Former Pennsylvania Gov. Richard Thornburgh spoke in Pittsburgh yesterday of what he termed his greatest failure in office his inability to stop partisan election of judges.

Thornburgh, addressing more than 200 law students at the University of Pittsburgh, said only 10 states still elect judges, and except for Illinois and Pennsylvania all are in the deep South. In the other states, judges are nominated on their merits. "We are engaging in electoral Russian roulette that is a sure road to mediocrity," Thornburgh said. "'Poll after poll has shown that the vast majority of voters have absolutely no idea who the qualified candidates are. They respond to familiar names, local boys or television ads with judicial candidates waving guns or slamming jail doors." i It is unseemly for a judicial candidate to scramble for campaign funds and often get money from lawyers who may later appear before him in court, Thornburgh said.

He quoted a powerful politician as saying about two judicial candidates: They're both good Democrats. That's the bottom line." The GOP, said Republican Thornburgh, would say the same. The Founding Fathers, Thornburgh said, would be appalled by election of judges. Trucker found dead A Belle Vernon truck driver who was reported missing three weeks ago was found dead in his cab at a Franklin, Indiana, truckstop, authorities said. Johnson County Coroner Forrest Sutton said Norman M.

Pakish, 53, died of a heart attack. The victim's body was discovered Monday at Whiteland Truckstop near Interstate 65. McKeesport Truck Service of Duquesne had reported Pakish's truck stolen about three weeks ago after he failed to show up in Los Angeles, his final destination. Pakish had suffered a heart attack three years ago, the coroner said. Police crack burlgaries Plum police say they have solved a recent string of 16 residential burglaries with the arrest of a 23-year-old Plum resident and his 17-year-old accomplice.

Ronald Lloyd, of 630-F Unity Center Road, and the juvenile, who was not identified, were arrested Feb. 17 and charged with 16 counts of burglary, 16 counts of receiving stolen proper- LOTTERY The annuity value of tonight's Super 7 jackpot jumped to at least $30 million, the second largest in Pennsylvania Lottery history, lottery officials said yesterday. Yesterday's daily number 046. Yesterday's Big Four 6215. Yesterday's Wildcard numbers 1, 2, 22, 39, 41, 42.

The wild card was 31. ty and 13 counts of criminal conspiracy. Police estimate $20,000 worth of merchandise was stolen. Plaza to be renovated The city Planning Commission yesterday gave final approval to a plan to renovate the plaza behind the Two Oliver Plaza building, Downtown, where Equibank is head- quartered. The plan calls for planting shrubbery and 30 trees and placing red and gray concrete pav ing stones, benches, tables and chairs, said architect Jeffrey L.

Skeggs. Skeggs is with the Oliver Design Group, which is in charge of the project. A Tix ticket booth in the plaza will be moved to a new location near the USX Tower on Grant Street. Girl's robber sought Police are looking for a man who robbed a 15-year-old girl as she walked to school yesterday in Squirrel Hill. The girl, whom police refused to identify because of her age, was on Aylesboro Avenue between Beechwood Boulevard and Shady Avenue when, at 7:10 a.m., police said, a man came up behind her and said "Give me your money and keep walking." Police said she gave him a dollar bill and some change.

The money fell to the ground, and the man pulled the girl's hat over her eyes and began to drag her toward his car, a detective said. But he dropped her when a car drove buy, ran to a small orange car and fled, police said. Authorities are looking for a black man between 5-foot 10 and 6-feet, clean shaven with short hair. Man tells judge he raped 79-year-old By Jan Ackerman Post-Gazette Staff Writer Fearing that a 79-year-old rape victim would die or become unable to testify against her assailant, prosecutors videotaped her testimony in November. "We were not sure whether she would be available for trial or whether she would have a memory loss," Assistant District Attorney John A.

Zottola said. Zottola never had to use the videotape in court. Yesterday, George Urlacher, 37, of High Street, Spring Garden, admitted to a judge that he broke into the woman's house Sept. 12, stole $60 and then raped her. him $60.

Then he demanded sex. The woman said he beat her face and pulled out large sections of her hair. He raped her and forced her to perform oral sex. With her clothing and face bloodied, the woman said, she asked God to help her and ran to a neighbor's house. She was hospitalized for a week with a broken nose and other broken facial bones and bruises.

Zottola said Urlacher lived a few blocks from the woman and knew that she lived alone. One day after the attack, police received an anonymous telephone call that led them to Urlacher. The victim then identified him from a photo array. On the day of his scheduled trial, Urlacher, who is in jail, pleaded guilty to rape, involuntary deviate sexual intercourse, robbery, bur-glary, unlawful restraint and aggravated assault. Common Pleas Judge David S.

Cercone deferred sentencing until a pre-sentence report is completed. Zottola said the elderly widow was a calm, measured witness, despite her advanced age and the trauma she experienced. The woman, who lived alone, was getting ready for bed when Urlacher entered her apartment, either through a door with a faulty lock or through an open window. He demanded money and she gave 001 Death Notices 001 Death Notices 001 Death Notices 001 Death Notices 001 Death Notices 001 Death Notices 001 Death Notices 001 Death Notices PREVIOUS DEATHS LATEST DEATHS fill.
