Mrs. Dinkins, who had entered a plea of guilty to a general charge of murder, was found guilty of two counts of first-degree murder after testimony and evidence was presented at the one-day trial.

THE COMMISSIONERS re-3 an application last week on grounds it was poorly written and lacked detail. The new application calls for $184,343.20 to be spent on salaries for 11 staff members, office space and equipment, and travel expenses. The project director would receive $24,000 a year and an assistant would receive $13,000. MOST OF the money would come from a recent federal appropriation for emergency planning grants, channeled through the state Health Department. The application calls for planning to be administered by the Comprehensive Health Planning Association of Western Pennsylvania (CHP) for a three-year period.

It was submitted for the area by the Washington County Commissioners. PREVIOUS APPLICATIONS have been submitted by the Allegheny County Council on Emergency Medical and Health Services, formed four years ago by a group of medical, health and welfare agencies, headed by Gerald Esposi-to. The near-bankrupt group has agreed to join with CHP. The plan calls for creation of a "regional comprehensive emergency medical services council" and six sub-area advisory councils. The councils would be staffed by CHP.
