It's all about a minor bank functionary who starts out with the pedestrian notion of embezzlement, only to abandon it in favor of a more original scheme for creating financial chaos. Guinness handles the whole affair with his delightfully effortless style. Henry Jones, Patricia Barry and Roland Winters give Guinness their able support.

He attended University of Southern California on an athletic scholarship, dropped out of school after he injured his javelin-throwing arm. He became an actor, studied with the drama school at Warner Brothers, made his television debut in a "Telephone Time" episode.

I a popeye cartoons which have been made especially for television. WIIC, Channel 11, already has made the grav el voiced mariner a popular feature of Its 90 -minute, 5 p. m. "Popeye Club," presided over by bearded Captain Jim, known as Ted Niemi when popeye shaved. Although WTAE has tried to keep the acquisition under wraps, WIIC is preparing to meet its competition.

Niemi pointedly has been telling his Juvenile watchers to remember when they think of or aee Popeye to think of Channel 11 as well WTAE, keeping its strategy top secret, has not announced where it will schedule its Pop-eye cartoons. But its strongest local production for the kiddies Is Paul Shannon's "Six O' Clock Adventure," which romped witn tnc WIIC "Popeye Club" between 6 and 6:30 p. m. Shannon's program is credited with giving the Three Stooges shorts a healthy television boost. THE TWO CHANNELS also may figure in the first television competition the football Steelers ever will face In the Pittsburgh area.

WIIC ls slated the carry the Steelers road games tinder a new erarngement negotiated by NBC. The American Broadcasting Co. has taken an option on the football games of the new American Football league. The network has asked Its affiliated stations to keep Sundays in the fall open for the football games, meaning AFL games and Steeler games will be telecast opposite each other. WTAE is the ABC affiliate In Pittsburgh.

The Steelers had no previous competition. National Football League teams had agreed not to encroach upon each other's territory with televised games. THE STEELERS MANAGEMENT says it hasn't thought much about possible competition, mainly because it be-bieves Pittsburgh fans given the choice between the home town Steelers and an AFL game between two "alien" teams would pick the Steelers everytime. They also believe they have the right to black out all professional football television within a 75-mile radius of Pittsburgh when the Steelers are playing in Forties Field. The latter point Is not certain, because the AFL was not in existence when a federal judge gave the National league team the right to black out other game when they were playing at home.

Scheduled to re turn vesterdav and win more loot, they decided at the last moment to return to Pitts burgh, their work (Krul is a machine company inspector) and their preparations to imove into a new nome. Judce Michael Musmanno spent the weekend in Brooklyn being technical advisor at the taping of writer Reginald Rose's two-hour Sacco-Vanzet-tl story which will be seen in two parts on 11, June 3 and 10 as NBC specials. Judge Musmanno was a member of the legal team which tried unsuccessfully to win a stay of execution for the controversial pair In 1927.

WAMP MAY HAVE equal time problem similar to WQED because It carries broadcast of "Operation Understanding," also seen on Channel 13. Complication have set in because Milton K. Susman, who moderates the discussion program, is the Democratic candidate to unseat Maurice Goldstein, a Republican, as Squirrel Hill representative to th'e State Legislature. The radio sta- i tion may be able to balance its equal time account, however, because Goldstein was heard iefore the primary on WAMP's Jane Ellen Ball show discussing the highly partisan race horse issue. The FCC has set June 15 for a hearing on the protest 1 of WBOY-TV, Channel 12.

Now he is No. 1 spokesman and chief television contract negotiator for the Steelers. He is in New York today, among other items, to discuss the Steelers television deal with NBC. He talks with Syd Eiges, NBC vice president and the man who hired Kiely to his INS job.
