Trautman, said he had no comment beyond the court filings. The complaint also accused the city of violating the Family and Medical Leave Act by refusing to give Cooperstein time off. It seeks unspecified money damages and a court order that the city accommodate his disability.

Cooperstein is on paid administrative leave while the Grimmitt case is investigated. Authority receives sewage facility grant money totaling more than $3 million a year, about 10 percent of its operating costs. "If we lost that amount, we'd have no choice but to raise our rates to cover the shortfall," said Nancy Barylak, Alcosan spokeswoman. For Uie average Alcosan residential customer, that would mean a sewage bill increase of $15.48 a year, she said. Alcosan did not raise rates this year but plans to do so next year to fund extensive capital improvements.

"The governor's proposal targets a lot of real problems, and on the whole we are delighted he moved on the recommendations of the 21st Century Commission," said Andrew McElwaine, Pennsylvania Environmental Council president and a commission member. "The problem is how he will pay for it. I don't know enough now to say whether taking money out of Act 101 or Pennvest is the right way to go. We've been supportive of the recycling program and we don't want to rob Peter to pay Paul. Environmental groups and legislators were generally supportive of the new environmental initiatives.

But some questioned if money should be taken from existing programs. "What the governor is proposing are not bad things. We've supported manv of them," said Jeff Schmidt, the Sierra Club's lobbyist in Harrisburg. "But the question is whether to take money out of other programs that still need attention, or whether we can afford to fund these new initiatives with money from the state's budget surpluses. Schmidt said the administration increased the state recycling goal from 25 percent to 35 percent last year, and that could be hard to reach with reduced funding for recycling promotion and programs.

State Rep. Camille "Bud" George, D-Houtzdale, was more blunt, characterizing the "Growing Greener" proposal as "somewhat of a shell game." George said the Pennvest program, which funds local public works projects, is still needed by hundreds of communities, and eliminating the sewage facility grants would be a mistake because they "keep sewage bills in check." TOMASIAK (VSC) SR. M. EVELYN Age 86, of Vincentian Sisters of Charity of North Hills, Pittsburgh PAr died Wednesday, January 27, 1999 at St. Francis Hospital North, Cranberry PA. Sister was in her 73rd year of her religious life.

Sister entered the Vincentian Sisters of Charity from St. Dominic Parish in Donora, where she was born to Joseph and Julia Britaniak Toma-siak. Was a graduate of Duquesne University. Sister taught elementary school in the Pittsburgh and Greensburg Diocese and in Alabama. In Alabama she served in St.

Jude Social Services for 7 years. She returned to the Motherhouse and worked in the mail room and Prayer Ministry until she became ill in December.
