PITTSBURGH POST-GAZETTE THURSDAY, FEBRUARY 24, 2000 REGION City to ask hospitals, universities to pay for municipal services meet to qualify for exemption from state sales tax and local property taxes. The conditions have proven easy for many institutions to meet, taking away the bargaining power the cities once had to obtain the payments. In a related development, City Controller Tom Flaherty planned to call today for a moratorium on the expansion of tax-exempt facilities and on tax increment financing until the city receives some form of state aid to compensate it for tax-exempt property. works. Combined, the payments would add $24 million annually to the city's treasury.

More payments could be received from other nonprofits. Years ago, Pittsburgh and other municipalities forced tax-exempt institutions to make large payments in lieu of taxes by threatening them with lawsuits questioning their tax-exempt status. But a 1997 state law curbed those court battles by outlining five conditions an institution may tection. Payments in lieu of taxes, called PILOTS, have dwindled in recent years, and the city is budgeted to get only $1.5 million from the organizations this year. Almost 35 percent of the property in the city is owned by tax-exempt entities.

State Rep. Don Walko, D-North Side, who called today's hearing, wants the state to compensate cities for their tax-exempt properties, such as museums, stadiums and churches, that typically attract visitors from outside their borders. The Murphy administration's new payment system would ask tax-exempt institutions to pay a percentage of city costs that is tied directly to the percentage of the city's assessed real estate value they control. For example, if a hospital owns 1 percent of the value of property in the city, it would pay 1 percent of the city's police costs. The payment proposal is embryonic.

While many institutions have been notified of the plan, none has agreed to it. OBITUARIES STATE According to city records, colleges and universities own 7.4 percent of the property value in the city. If they paid 7.4 percent of the city's $149.8 million in public safety costs, it would amount to $11.1 million. If they paid the same percentage of the city's $23.3 million in public works costs, it would be $1.7 million. Hospitals own 6.6 percent of the property value in the city meaning they would pay $9.9 million for public safety and $1.5 million for public Contributions may be made to the Church.

Prior to retirement, he was the President of the Pennsylvania Industrial Chemical Corp. (PICCO) in Clairton, PA for 35 years. He graduated from Penn State University in 1942, was a member of Chi Phi Fraternity, the Penn State Pioneers and the Mount Nittany Society. He also was a member of the Lions Club in Clairton. He was an avid golfer and belonged to the Youghiogheny Country Club and the South Hills Country Club.
