18 to Jan. 20 and 147,783 visits from Jan. 21 to Feb. 20. The resort's popular Snowtubing Park has had 45,364 "tubers" since Dec.

18. "We had a record-setting 19,500 skiers and snowboarders on Feb. 5," he said. "It was a tremendous turnout and a great way to start our annual Winterfest celebration." Most of the major ski areas plan to offer skiing until late March or early April. "We usually get a lot of snow in March," Duppstadt said.

"It's a great time to come to the mountains because the weather is warmer and sunnier." 1,300 people. "I like these guys to be truthful," Buf-nett said of Half and Bentley. "They ju put themselves in positions that are eJB-troversial." Burnett said that he has dismissed most claims involving the two men, whether filed by them or against them. The two men believed the borough was spending too much money to keep the building open and wanted to bolster their claims. After they were charged, the two men attempted to serve a subpoena at Rosche's residence, ordering him to appear before a district justice as a witness. Bentley and Hall claim that Rosche threatened to kill them and had to be restrained by Hazard, who had arrived on the scene as Rosche tried to go into his home to retrieve a weapon. Rosche said yesterday that Hall and Bentley are just trying to bait him. "It's all designed to irritate and upset and hopefully somebody would lose control and do something stupid," Rosche said of their accusations.

Rosche said the rift stems from the two men's attempts in 1994 to have Hazard ousted as police chief. They presented a petition to council to have him suspended. Council instead voted to keep Hazard in his position, a job he has held for about five of his seven years on the force. The chief and lieutenant are the only full-time positions in the department of nine officers patrolling a town of about LINCOLN FROM PAGE B-l Machen said that at a hearing last week, attorney William L. Garvin, who represents Hall and Bentley, told of an explosion that destroyed Bentley's mailbox.

Garvin said postal authorities were investigating. "I decided to allow the district attorney investigators to coordinate with the postal service. Then if they decided charges were warranted, they could file," Machen said. Hall said yesterday the blast obliterated the mailbox and a 4-by-4 post on which it was mounted. Bentley could not be reached.

In their petition, Hall and Bentley said they have been unable to get local authorities to investigate their claims against Rosche and Hazard. Instead, they have repeatedly found themselves facing charges they said were filed in retaliation. The two men attend all borough council meetings and raise questions about borough operations. Hall, a retired machine operator, has previously run for mayor and council but has never won. He was preceded in death by his parents, General and Mrs. William Dempsey Partlow, Jr. Survivors include his wife, Dr. Deborah Paruso Partlow; daughters, Tala Partlow McCoy of Riverside, I and Cynthia Partlow Mellow of Nashville, TN; four sisters and five grandchildren. Partlow was born in Tuscaloosa, AL on Nov.

6, 1939. He was educated in Tuscaloosa, Marion Military Institute and the Univ. of Alabama where he earned his BS, MS, and Ph.D. in physics. Dr.

Part-low completed post-doctorial work at Johns Hopkins University. Professional membership included the American Physical Society, IEEE, and the Materials Research Society. He was employed by Northrop Grumman Electronic Sensors and Systems Division in Pittsburgh, PA, and Baltimore, MD. He was the recipient of the George Westinghouse Achievement Award and author of numerous US Patents and journal publications.
