She said she was appeased after talking to authority board member Linda Brown, who also is a public housing tenant Robinson said Brown assured her that she would represent the tenants' point of view and report back to Robinson on the meeting. Still, Robinson said, a member of the organization should have been invited. She said tenants were especially concerned about the board's direction because it has discussed radical new projects, such as the razing of Allequippa Terrace.

About 30 people attended a public meeting of the authority board yesterday. At that meeting, the board approved an application for a $7.8 million grant that may be used to pay for part of the Allequippa Terrace project. The board also agreed to ask for permission from the U.S. Department of Housing and Urban Development to demolish Addison Hall, a building in the Addison Terrace complex in the Hill District. The board hopes to replace it with a community center, Ferlo said.

By Barbara White Stack Post-Gazette Staff Writer The city Housing Authority board of directors plans a daylong closed meeting today. Stanley A. Lowe, acting authority executive director, refused to disclose any details about the meeting. Judy Kelly, a spokeswoman for Mayor Murphy, defended the secrecy of the meeting. Murphy is chairman of the authority board.

Kelly said the city solicitor said the meeting would not violate the state Sunshine Act In general, the act says that if a quorum of a public agency meets at a prearranged gathering to take or discuss official action, the meeting must be open to the public. But the act does allow boards to discuss some things in private, such as personnel matters, labor negotia tions and pending lawsuits. Kelly said all of those would be discussed today. City Council President Jim Ferlo, who has the longest tenure of any authority board member, said he, too, believed that the meeting would comply with the requirements of the Sunshine Act. He said the meeting would begin at 9 a.m.

Smith Post-Gazette Staff Writer A Brighton Heights lawyer has filed a lawsuit against Pittsburgh and three of its police officers, claiming they violated his constitutional rights, including the attorney-client right to privacy, during a search of his home. John J. Bartholomew filed the suit yesterday in U.S.

District Court. Named as defendants are the city, police Detective Carl Metz and two unnamed police officers. Bartholomew said police came to his home with a search warrant July 21 to look for a cellular telephone he was holding for a client, Clyde Duffy. Bartholomew said the phone was one of several items he was safeguarding for Duffy, 41, of Whitehall, who surrendered to police July 18 after a warrant was issued charging him with harassment by communication. In their application for the search warrant, police said they believed Duffy had used the cellular phone to commit the offense.
