The St Louis Post Dispatch WASHINGTON President Bush took the oath of office for his second term Thursday with a ringing call for liberty across the globe in an inaugu ral address that took place amid un precedented security in the capital Bush told tens of thousands of spectators before the west front of the US Capitol that a of a veiled reference to Sept 1 1 2001 had proved that oceans and borders are no longer enough to safety Now he said Americans must work to expand freedom and end tyranny every where if our own liberties are to sur vive are led by events and com mon sense to one
