Yesterday, the Pennsylvania Turnpike Commission, which is building the highway, learned that the federal government had cleared the way for final design, property acquisition and construction for the section between Interstate 70 and Route 51. Deputy District Attorney Daniel E. Fitzsimmons said the matter would have to be referred to the: Leetsdale police because the check was passed in that community. "He needed a place to hang his hat temporarily," Kanfoush said yesterday after a court hearing stemming from his favor to DeCello. While using Kanfoush's offices in the Lawyers Building in November, DeCello incorporated a company called Environmental Emergency Services Inc. and got the office legal secretary, Mary G. Crowley, to sign on as chief operating officer, according to testimony at the hearing. In April, Crowley learned that she was being charged with passing a bad check worth $15,000.

A Leetsdale man claims DeCello passed the check in February and that it had her name on it. At the conclusion of the hearing, Common Pleas Judge Paul F. Lutty Jr. dismissed the bad-check charge against Crowley after she testified that her signature on the check was a forgery. One of her attorneys, Martin Scoratow, said he planned to ask the district attorney's office to file forgery charges against DeCello, 58, of Lakemont Drive, Mt.

jUnlontown westTTrgInIa1 Rabies warnings posted in county's parks City and county workers yesterday began posting 1,000 signs warning people to beware of potentially rabid animals in parks. Allegheny County Health Department veterinarian Dr. Ihsan Chaudry asked that the signs be posted because rabid animals have been found in the county during the past two years, the first cases since the 1950s. Fourteen rabid raccoons and two rabid wildcats have been discovered, infecting seven people and six pets. The posters warn: Avoid stray animals and do not touch or feed them or take them in.

Report threatening animals to animal control officers or police. If you are bitten, scratched or otherwise exposed to an animal's saliva, cleanse the wound with soap and water, call the doctor and call the county Health Department at 687-2243. If a pet is attacked and has the animal's saliva on it, handle the pet with gloves and call a veterinarian. Discourage wild animals from foraging by keeping pet food indoors and storing garbage in cans with tight-fitting lids. The Health Department and the Western Pennsylvania Veterinary Medical Association are offering rabies shots for cats and dogs tomorrow.

The shots will be available at the West Deer No. 3 fire station, Route 910, from 1 to 4 p.m., for $6.
