On the negative side howev er beyond the tra ditional reluctance to vote any tax increases is their particu lar sensitivity to income tax in creases and the distaste of many for any sort of sales tax While many legislators mind laying extra taxes on bus iness or voting taxes on cigarette or gasoline pur chases they flinch at the reac tion of income taxpayers who can see the immediate effect of increased withholdings from their weekly paychecks The sales tax has been espec ially unpopular with many Dem ocrats who like to describe it as that is they ar gue that it tends to hit hardest at the people who least can af ford to pay ox example Assemblyman Stanley Steingut who might emerge as the next speaker of the Assembly says he is firmly opposed to any sales tax in creases In the past however Rocke feller has enjoyed remarkable success in selling tax increases to the legislature usual ly a lot of wailing and breast beating but Rockefeller has had his ay more often than not If he succeeds in peddling the 3700 million package it will be his the largest single tax increase in the history One veteran and cynical leg islator taking the measure of emerging developments sum med it up this way: sold us some big turk eys in the past but this one looks like a the LAW If someone forges your signa ture to one of your checks must you bear the loss?
