OKLAHOMA CITY Calling for a of ideas and change new Gov Erank Keating told Oklahomans on Mon day that they must be bolder and brighter in promoting the state's future Keating of Tulsa became the state's 25th chief executive at 12:05 pm when he took the oath of office on the Capitol steps Oklahoma Supreme Court Chief Justice Alma Wilson administered the oath Keating's wife Cathy and his three sufficiency By Wesley Brown World Staff Writer Lots of people are talking about welfare reform The Tulsa Housing Authority is doing something about it THA's Self Sufficiency Pro gram is aimed at teaching wel fare recipients how to make it in a world without assistance through goal setting and savings The program started in 1991 is patterned after a federal program started in 1989 by then HUD Sec retary Jack Kemp It encourages low income families to become economically independent by of fering them education and job op portunities showing them the wealth of community resources and helping them with child care and transportation A key component of the pro gram is an escrow account in which THA matches any in creased job earnings the partici pant receives during a 5 year en rollment said Virilyiah Davis coordinator of the program To enroll participants must sign a 5 year contract to reach self sufficiency If they leave the program they lose their escrow account and the support of the program But if they continue and reach self sufficiency are free to use the money any way they want to after they leave the program" Davis said Since the program began 183 families have signed up 108 are still enrolled and four have grad uated to self sufficiency "Our basic goal is that they arc no longer receiving public assis tance they find good jobs or they further their educations" Davis said "With the escrow account we also are pushing people to ward home ownership and away from public housing" Two women who enrolled their families in the model project talked about how the program has help their self esteem and helped them set goals They said they were concerned that the hoopla surrounding welfare re form has unfairly painted welfare recipients as beggars don't want to take take take" said Dena Ross who has been in the program since its be ginning "Just because we arc on welfare we are not the scum of the earth We are good people" Ross said a divorce three chil dren and a low paying job put her in a situation where she had no choice but to find some help to stay above water Gingrich backs away from plan News 4 "The last thing I wanted to do was go on welfare accept ADC and public housing I always have tried to do what was right I have always paid my taxes and worked hard" she said Three years in the program have brought a remarkable change in Ross' life She is work ing as a housing specialist for THA has more than $5000 in her escrow account and says her self esteem has grown She expects to be in the pro gram the full five years and be lieves that she can help the fami lies she sees every day day I want to make a difference in the lives of people I serve" she said Michelle Hughes another THA employee housing specialist said her life experiences have helped her to be more empathetic to ward people she sees each day "I see people who are having problems and they will say: don't know what I going through said Hughes who joint'd the program a year ago "But I am "1 am stunned that even higher than New York" said Gordy an elementary school principal New York City ranked second But single parents are becom ing commonplace across the country Thirty percent of all Ameri can families and 63 percent of the black families are headed by single parents the Census Bureau says The last census in 1990 found more than 7 million single parent families The single family statistics included mothers and fathers who were divorced separated widowed or never married and represent all income groups But the majority about 80 percent were families led by women and
